BCA contractor registration or grade upgrade

A construction firm has newly registered with BCA's Contractors Registration System, or moved up a grade. Either can mean new work, new hires and new suppliers.

In short: Download BCA's free Listing of Registered Contractors from data.gov.sg as a baseline, then check the live BCA Directory monthly for new registrations and grade upgrades. Contact the firm within two to four weeks, since a higher grade lets it tender for larger public jobs.

What this signal means

The Building and Construction Authority (BCA) runs the Contractors Registration System (CRS). Firms register under workheads, grouped by BCA into construction, construction-related, mechanical and electrical, trade and regulatory workheads, and most groups have financial grades. BCA’s CRS page lists grades A1 to C3 for construction workheads and L6 to L1 for construction-related and mechanical and electrical workheads.

Two events are worth watching:

  • A new registration. A firm appears in the registry for the first time, or adds a new workhead.
  • A grade upgrade. A firm moves to a higher grade in a workhead it already holds.

Why it predicts a purchase

Registration is a step a firm takes because it intends to do something: bid for public sector work, subcontract on public projects or, since 1 June 2025, hire construction S Pass or Work Permit holders. BCA says all firms wishing to hire those workers must first register with CRS. A new registration therefore often comes with hiring, equipment, insurance, safety and compliance needs.

A grade upgrade is a growth signal. BCA links each grade to tendering limits, the project values a firm is eligible to tender for. A firm that moves up can chase bigger jobs, which usually means more people, more plant and more subcontractors.

Where to find it in Singapore

  • BCA Directory. Free and public. BCA describes it as an online directory of registered contractors, licensed builders, facilities management companies and construction-related suppliers. You can search by company name or UEN and browse registered contractors by group: construction, construction related, mechanical and electrical, regulatory and trade. When we checked on 6 October 2026, the page showed a last-updated date of that same day.
  • Listing of Registered Contractors on data.gov.sg. Free under the Open Data Licence. Published by BCA, with columns for company name, UEN, workhead, grade, additional info, expiry date, address and telephone number. When we checked, it covered July 2025 to January 2026 and was last updated on 12 January 2026, with no update frequency stated. Useful for a baseline, but not for spotting this month’s changes.
  • BCA’s list of registered firms page. Free. It links the BCA Directory and related registries in one place.

How to monitor it

  1. Pick your workheads. Choose the two or three workheads whose firms buy what you sell.
  2. Build a baseline from the data.gov.sg CSV: company, UEN, workhead and grade.
  3. Check the BCA Directory for your workheads monthly, and note firms or grades that are not in your baseline.
  4. Compare snapshots. When BCA publishes a new version of the dataset, compare it with your last copy to find new UENs and changed grades.
  5. Check fit. Look at the firm’s website and size before deciding to approach it.

How to get a list of BCA registered contractors

  1. Download the Listing of Registered Contractors from data.gov.sg as a CSV. It is free under the Open Data Licence. When we checked on 8 October 2026 it had 24,014 rows, one for each firm and workhead, and was last updated on 12 January 2026. The listing gives a half-yearly update frequency.
  2. Filter the Workhead column to the codes you care about, such as CW01 for general building, and filter Grade to the sizes of firm you serve.
  3. Remove duplicates by UEN if you want one row per firm rather than one per workhead.
  4. Check the live BCA Directory for changes since the file was published. Choose Registered Contractors, a group such as Construction, then a workhead and grade. Each results page shows the total matches and each firm’s name, UEN, address and phone numbers. For example, CW01 at grade A1 showed 89 matches on 8 October 2026. We did not find an export option, so note the firms you need by hand rather than copying the directory in bulk.

The CSV columns are company name, UEN, workhead, grade, additional info, expiry date, building number, street name, unit number, building name, postal code and telephone number.

Both sources include telephone numbers, and at small firms these may be personal mobiles. Read B2B outreach in Singapore: what PDPA and the Do Not Call rules allow before calling or texting anyone.

How fast to act

Within two to four weeks of noticing the change. A new registration or upgrade is a step towards work rather than the work itself, so there is time to research. Do not leave it for months: by the time the firm wins its first larger job, its suppliers are usually chosen.

Subject: Your new grade in the BCA Directory

Hi Ahmad, I noticed Lionsgate Builders now shows a higher grade for general building in the BCA Directory. Congratulations. Firms moving up often take on bigger sites with more workers to manage. We provide site safety supervisors on short contracts, so you can staff a new project without a permanent hire. Would a one-page rate card be useful?

Pitfalls and rules

  • Renewals are not upgrades. An entry with a new expiry date may simply be a renewal. Compare grades, not dates.
  • Registration is not work. Do not congratulate a firm on a contract it has not won.
  • A missing firm is not always a closed firm. Its registration may simply have expired or not yet been renewed.
  • The dataset includes telephone numbers. Check the Do Not Call position before calling or texting any number, and read B2B outreach in Singapore: what PDPA and the Do Not Call rules allow.

Frequently asked questions

Who has to register with BCA's CRS?

BCA says contractors register to take part in public sector construction tenders or to work as first-level subcontractors on public sector construction projects. Since 1 June 2025, all firms that wish to hire construction S Pass or Work Permit holders must also register first.

Can I download the list of registered contractors?

Yes. BCA publishes a Listing of Registered Contractors on data.gov.sg, with company name, UEN, workhead, grade, expiry date, address and telephone number. Check its last update date, because the live BCA Directory may be newer.

What does a higher grade mean?

Grades are tied to tendering limits, the value of public sector projects a firm can tender for. BCA publishes these limits by grade, so an upgrade usually means the firm can bid for larger jobs.

Where can I get a list of BCA registered contractors by workhead and grade?

Download the free Listing of Registered Contractors CSV from data.gov.sg and filter the workhead and grade columns. For the current register, browse the BCA Directory by workhead and grade, since the data.gov.sg file was last updated in January 2026.
