In short: Lift maintenance companies service lifts at least monthly or at the manufacturer's frequency and carry out annual testing with an independent Specialist Professional Engineer. BCA says only registered contractors may maintain lifts, and owners need a valid Permit to Operate before using them.

A lift maintenance company in Singapore services, inspects and repairs lifts, escalators and mechanised car parking systems for building owners. Under BCA rules the work must be done by a BCA-registered contractor, on a set maintenance schedule, with annual testing witnessed by an independent Specialist Professional Engineer (SPE). The owner stays responsible for keeping the installation safe and for holding a valid Permit to Operate (PTO).

Who hires a lift maintenance company

  • Owners of commercial and industrial buildings with passenger or goods lifts
  • Management corporations and managing agents looking after shared lifts and escalators
  • Factories and warehouses with lifts serving production or storage floors
  • Owners of stairlifts or vertical platform lifts in shops, clinics or offices
  • Owners whose current contract is ending, or who want better response times
  • Owners planning a modernisation or replacement, who need a contractor for the works and a maintenance plan afterwards

What lift maintenance companies do

Scopes differ a lot, especially on parts and call-outs, so compare them line by line.

Routine maintenance

  • Scheduled servicing at the frequency BCA requires for each type of installation
  • Lubrication, adjustment and checks of doors, brakes, ropes and safety devices
  • Maintenance logs and records for each visit

Annual examination and testing

  • Annual examination, inspection and testing of each lift, carried out with an independent SPE present
  • Supplying the testing documents the owner needs for PTO renewal
  • Fixing defects found during testing

Repairs, breakdowns and upgrades

  • Breakdown call-outs and passenger rescue arrangements
  • Replacement of worn parts
  • Modernisation or replacement works, which BCA treats as major works with their own rules

What it costs in Singapore

We have not verified published lift maintenance prices on providers’ own websites, so we cannot give a reliable price range. The main cost drivers are:

  • Number and type of installations. Passenger lifts, goods lifts, escalators, stairlifts and car parking systems differ in effort.
  • Age and make. Older or less common equipment can cost more to service and source parts for.
  • Maintenance frequency. Set by BCA rules and the manufacturer’s recommendation.
  • Contract type. Some contracts include parts and call-outs; others charge them separately.
  • Annual testing. Check whether the SPE’s fee and testing are in the contract or quoted separately.
  • Response commitments. Faster breakdown response or round-the-clock cover usually costs more.
  • GST. Check whether the quote includes the 9% GST.

BCA’s PTO application fee is separate from the contractor’s charges. Check the current amount when you apply or renew through LEAP.

Singapore rules buyers should know

Fixed Installations legislation

BCA’s fixed installations legislation page names the Building Control (Fixed Installations) Regulations 2025 among the rules for lifts, escalators and mechanised car parking systems. Owners must keep them safe and well maintained, follow the prescribed maintenance and testing schedules, and report incidents within set timeframes. BCA tells owners to only engage BCA-registered fixed installation works contractors and service contractors.

Registered contractors

BCA’s registrable activities page says anyone installing, maintaining, inspecting or testing fixed installations must register. Lift maintenance, inspection and testing falls under workhead RW02B, and escalators under RW03B. These are Regulatory Workheads in BCA’s Contractors Registration System; our BCA registration consultants page explains how CRS works.

Maintenance frequency

BCA’s periodic maintenance requirements set the schedule:

Installation Maintenance frequency
Most lifts Manufacturer’s frequency or at least monthly, whichever is more frequent, unless a remote monitoring schedule is approved
Escalators Monthly
Stairlifts and vertical platform lifts (not serving a single unit) Manufacturer’s recommendation or every 3 months, whichever is more frequent
Lifts serving a single residential unit Manufacturer’s recommendation, or every 3 months if none is given

Examinations, inspections and testing are conducted once a year by a registered service contractor with an independent SPE present.

Permit to Operate

BCA says a valid PTO is required before owners can operate lifts, escalators and mechanised car parking systems. Owners apply through the LEAP portal, and a PTO ceases when major alteration or replacement works are carried out, so a new one is needed afterwards. BCA’s PTO page says renewal can start three months before the current permit expires.

How to choose a lift maintenance company

Ask each company to inspect your lifts and explain what it would change in the current maintenance routine.

Questions to ask:

  1. Are you registered with BCA for lift maintenance, inspection and testing (RW02B)?
  2. Do you maintain our make and model, and can you source its parts?
  3. What is included in the monthly fee, and what is charged separately?
  4. How fast do you respond to breakdowns and trapped passengers, at any hour?
  5. Who arranges the independent SPE for annual testing, and is that in the price?
  6. What records and reports will we receive for PTO renewal?
  7. How much notice is needed to end the contract?
  8. How do you help us report incidents to BCA within the required timeframes?

If you also manage building services, see office cleaning and office renovation providers, and the cost tools for budgeting.

Red flags

  • No proof of BCA registration for lift maintenance work
  • Visits less frequent than BCA’s schedule for your installation
  • No maintenance records or testing reports
  • Testing without an independent SPE present
  • Contracts with unclear parts pricing or long lock-in periods
  • Pressure to replace a lift without a written assessment of its condition

Frequently asked questions

How does matching work?

You describe your building, the number and type of lifts or escalators and what you need, such as a new maintenance contract, a repair or help before annual testing. A concierge then contacts you to confirm the details and, with your consent, introduces you to the number you choose (one to five) of lift maintenance companies. They contact you directly, and you decide whether to go ahead with any of them.

Is it free?

Yes. It is free for businesses requesting a match. Providers pay FYAdvisers to receive introductions.

How often must a lift be maintained in Singapore?

BCA's periodic maintenance page says most lifts must be maintained at the manufacturer's frequency or at least monthly, whichever is more frequent, unless BCA has approved a schedule with remote monitoring. Escalators need monthly maintenance. All lifts, escalators and mechanised car parking systems need annual examination, inspection and testing.

What is a Permit to Operate?

BCA says a valid Permit to Operate is required before owners can operate lifts, escalators and mechanised car parking systems. Applications and renewals go through BCA's LEAP portal, and renewal can start three months before the current permit expires. Operating without a valid permit is an offence.

How much does lift maintenance cost in Singapore?

We have not verified published prices on providers' own websites, so we cannot give a reliable range. Cost depends on the number, age and make of lifts, the maintenance frequency, what parts and call-outs are included, and annual testing. Ask each company for a written, itemised quote.
