In short: A new notice means an agency has decided to buy, so bid early or offer quotes to likely bidders in the first part of the bidding window. Register free as a GeBIZ Trading Partner for documents and RSS feeds, since the GoBusiness email alert ended on 28 February 2025.

What this signal means

A government agency has published an invitation to quote or tender on GeBIZ. It tells you that a defined purchase is about to happen, with a scope, a buyer and a closing date.

It works in two ways. If you can deliver the work, it is a direct opportunity to bid. If you sell to the companies who usually win this kind of work, it is a signal that they are about to prepare a bid and may need you to help them do it.

Why it predicts a purchase

A published notice is about as close to a confirmed need as public data gets. The agency has decided to buy, and bidders now have a deadline. Before that deadline they may need subcontract partners, supplier quotes for materials, product samples, method statements, certifications or extra capacity they do not have in house.

Bidders also buy under time pressure. A supplier who can return a firm quote quickly is useful at exactly this moment, and much less useful the day after closing.

Where to find it in Singapore

  • GeBIZ business opportunities. Free to search by title, document number, agency or procurement category. MOF’s summarised supplier guide says registered GeBIZ Trading Partners get unlimited access to opportunities, can download documents and take part in tenders and quotations, and that registration is free for the first user account. Unlike the award dataset on data.gov.sg, this is the live source for open notices.
  • GeBIZ business alerts. Registered GeBIZ Trading Partners can subscribe to RSS feeds, using an RSS reader or a browser that supports RSS. The same page says the GeBIZ Alert service on GoBusiness was discontinued on 28 February 2025.
  • GeBIZ Supplier Directory. Free to search. It lists suppliers with Government Supplier Registration, searchable by UEN, name or supply head such as cleaning or computer services. Use it to find companies likely to bid in a category, if you sell to bidders.

The supplier guide also sets out the bands: quotations for purchases above S$6,000 and up to S$90,000, and tenders above S$90,000.

How to monitor it

  1. Register as a GeBIZ Trading Partner if you have a Singapore UEN, so you can read documents and use RSS. Our GeBIZ registration guide explains the steps.
  2. Subscribe to RSS feeds for the procurement categories that matter to you, and read them in an RSS reader or a shared inbox tool.
  3. Run saved keyword searches on the opportunities page once or twice a week, since titles do not always sit in the category you expect.
  4. Log each relevant notice with document number, agency, title, closing date and whether you will bid or approach bidders.
  5. If you sell to bidders, keep a short list of firms in that category from the Supplier Directory and from past winners in the GeBIZ award finder.

How fast to act

Well before the closing date. If you are bidding, start as soon as you decide the notice fits, because compliance and pricing take time. If you are approaching bidders, contact them in the first part of the bidding window. A partner offer that arrives in the final days is hard for a bidder to use.

Example first message

Illustrative example:

Subject: Supplier quote for the new pest control tender

Hi Ravi, a pest control tender for several community sites has just been published on GeBIZ, and Kenwell Hygiene has won similar work before. If you are bidding, we can provide a fixed supply price for baits and monitoring stations per site, valid for the tender period, within two working days. Would a quote for your bid be helpful?

Regards, Siti

Pitfalls and rules

  • Read the notice first. Some tenders specify Government Supplier Registration or other criteria, and selective tenders shortlist suppliers first. Do not pitch a bid partnership on a notice the firm cannot enter.
  • Never claim inside knowledge. Do not suggest you know the agency’s preferences or budget, and do not contact agency officers to get an edge for a bidder.
  • Respect the contract terms on subcontracting. The bidder will know what it permits.
  • Do not spam a whole category. Approach firms whose past wins fit the notice.
  • Check the outreach rules in B2B outreach in Singapore: what PDPA and the Do Not Call rules allow.

FYAdvisers can watch GeBIZ notices in your categories and prepare bidder-specific outreach for your approval through our signal-based lead generation service.

Frequently asked questions

Can I see GeBIZ opportunities without registering?

Yes, you can search current opportunities on the GeBIZ website. MOF's supplier guide says registered GeBIZ Trading Partners get unlimited access to opportunities and can download documents and take part in tenders and quotations. The first user account is free.

Is there an email alert for new GeBIZ tenders?

Not any more. GeBIZ says the GeBIZ Alert service on GoBusiness was discontinued on 28 February 2025. Registered GeBIZ Trading Partners can subscribe to RSS feeds instead.

How can a new tender be a signal if I do not bid?

Companies who bid often need partners, subcontractors, quotes, samples or supporting material before the closing date. If you supply likely bidders, a relevant tender is a reason to contact them while they prepare.
