In short: A food safety consultant helps you build a HACCP-based food safety management system (FSMS) and prepare for certification to a standard such as ISO 22000. SFA requires an FSMS for caterers, and a certified one is part of the fast track to SAFE grade A. We found no published fees, so compare scoped quotes.
A food safety consultant in Singapore helps a food business design, document and run a food safety management system (FSMS) built on HACCP (Hazard Analysis and Critical Control Point) principles, then prepares it for audit by a certification body against a standard such as ISO 22000. Clients include caterers and central kitchens that need an FSMS for their SFA licence, restaurants aiming for a better SAFE grade, and manufacturers whose customers or export markets ask for HACCP or ISO 22000 certification.
Who hires a food safety consultant
- Caterers and businesses adding catering, which SFA requires to implement an FSMS.
- Restaurants and central kitchens that want a certified FSMS as part of the fast track to SAFE grade A.
- Food manufacturers and suppliers asked by retailers, airlines, hotels or overseas buyers for HACCP, ISO 22000 or FSSC 22000 certification.
- Businesses with a new or expanded kitchen, where the workflow changes and the FSMS plan needs redoing.
- Operators after a lapse that need to rebuild controls and records.
What food safety consultants do
Scope differs a lot, so compare proposals line by line.
Gap assessment and planning
- Reviewing your premises, workflow, menu or product range, suppliers and existing records
- Advising which standard fits: an SFA FSMS, SS 590 (HACCP-based), ISO 22000, FSSC 22000 or BRC
- A written plan with timeline and responsibilities
Building the system
- Pre-requisite programmes: cleaning, pest control, supplier approval, temperature control, allergen handling and staff hygiene
- Hazard analysis, critical control points, critical limits, monitoring and corrective actions
- Record forms, logs and a document set your team can actually keep up
- The FSMS plan and supporting documents for SFA submission where required
Training and audit readiness
- Staff briefings on the new procedures
- An internal audit and mock audit before the certification body visits
- Help closing non-conformities found at the certification audit
Ongoing support
- Periodic internal audits, record reviews and updates when menus or processes change
- Support for surveillance and recertification audits
Grease traps, exhaust ducts and pest control also feature in inspections. See kitchen exhaust and grease trap cleaning and, if you need halal certification too, halal certification consultants.
What it costs in Singapore
We did not find food safety consultants in Singapore publishing their fees on their own websites when we checked in October 2026, so we cannot give a reliable price range. Expect two separate costs: the consultant’s fee and the certification body’s audit fee. The main cost drivers are:
- Standard. An SFA FSMS plan is a smaller job than full ISO 22000 or FSSC 22000 certification.
- Size and complexity. Number of premises, kitchens or production lines, menu items or product types, and high-risk processes such as cook-chill or ready-to-eat foods.
- Starting point. Existing records, a trained food hygiene officer and good pre-requisite programmes shorten the work.
- Who does the writing. Some consultants write the full document set; others coach your team to write it.
- Ongoing support. One-off projects cost less than a retainer that covers internal audits and recertification.
- GST. Check whether the quote includes the 9% GST.
If the project is part of a wider capability upgrade, check whether it fits Enterprise Singapore’s EDGE grant before you sign, and try the EDGE grant estimator. Eligibility is decided by Enterprise Singapore.
Singapore rules buyers should know
SFA’s FSMS requirement
SFA’s page on understanding the food safety management system says it currently requires catering businesses, and businesses providing catering as an ancillary service, to implement an FSMS based on HACCP principles and pre-requisite programmes. Food businesses are not currently required to submit a certified FSMS. A non-certified plan must be developed or endorsed by someone who has passed the WSQ Food Safety Course Level 4, and a retail food business approved for catering must have at least one employee with that qualification. New applicants submit their FSMS documents as part of the licence application.
Certified and non-certified systems
The same page says a certified FSMS is issued by a certification body accredited by SAC, an IAF MLA signatory or a BRCGS-recognised accreditation body. It lists SS 590, SS 444, ISO 22000, FSSC 22000 and BRC Global Food Standards as certifications, and SS 583 as a non-certifiable standard. Ask any consultant which route suits your business and why.
The SAFE grading framework
SFA’s SAFE framework page says Phase 1 took effect on 19 January 2026. Grades run from A (no major lapse for more than three years) to C (a major lapse). Category 1 establishments, which include restaurants with kitchens of 16 square metres or more, caterers, central kitchens and food manufacturers, can fast-track to grade A with a one-year good track record, an appointed Advanced Food Hygiene Officer and a certified FSMS. There is no fast track for Category 2.
How to choose a food safety consultant
Ask how the consultant would approach a business like yours, from gap assessment to the certification audit.
Questions to ask:
- Which food businesses and standards have you worked with, and can we speak to one client?
- Who on your team holds WSQ Food Safety Course Level 4 or auditor qualifications?
- What exactly is included, and what is charged separately?
- Will you write the documents, or train our staff to write them?
- How many site visits are included, and how long will the project take?
- Which accredited certification bodies have your clients used, and is their fee in your quote?
- What happens if the certification audit finds non-conformities?
- How will our team keep the records going after you leave?
If you are also fitting out or cleaning the premises, see office renovation for F&B and cleaning for F&B. If you already hold ISO 9001 or plan to, see ISO consultants.
Red flags
- A promise of guaranteed certification or a guaranteed SAFE grade
- A consultant offering to issue the certificate itself, or a “certificate” from a body that is not accredited
- Template documents with another company’s name or processes left in
- No site visit before quoting
- Records designed for the audit that your staff cannot maintain day to day
- No written scope, timeline or fee breakdown

Frequently asked questions
How does matching work?
You describe your food business, the premises and the standard or SFA requirement you are working towards, such as an FSMS for a caterer licence, HACCP, ISO 22000 or a better SAFE grade. A concierge then contacts you to confirm the details and, with your consent, introduces you to the number you choose (one to five) of food safety consultants that handle that kind of work. They contact you directly, and you decide whether to go ahead with any of them.
Is it free?
Yes. It is free for businesses requesting a match. Providers pay FYAdvisers to receive introductions.
Does SFA require HACCP certification?
Not as a general rule. SFA's FSMS page says it currently requires catering businesses, and businesses providing catering as an ancillary service, to have an FSMS based on HACCP principles, and that food businesses are not currently required to submit a certified FSMS. A certified FSMS is one of the conditions for Category 1 establishments to fast-track to SAFE grade A.
Who issues the certificate, the consultant or a certification body?
A certification body. SFA describes a certified FSMS as one certified by a body accredited by the Singapore Accreditation Council (SAC), an IAF MLA signatory or a BRCGS-recognised accreditation body. A consultant prepares you for the audit but should not certify the system it helped build.
How much does HACCP certification cost in Singapore?
We did not find consultants publishing fees on their own websites when we checked in October 2026. The total has two parts: the consultant's fee to build the system and the certification body's audit fee. Both depend on your premises, menu or product range, number of processes and the standard chosen. Ask for written, itemised quotes for each.
