Get matched: government tender consulting

Free for businesses. A concierge will contact you to confirm your needs before any introductions. Not sure what you need yet? That is fine, describe the problem. You can write in English or Chinese (中文).

In short: Tender consultants help suppliers register on GeBIZ, find relevant quotations and tenders, check every requirement and prepare proposals and pricing. We found no published rate cards, so compare scoped quotes. No consultant can guarantee an award: agencies evaluate bids on published criteria.

A tender consultant in Singapore helps a business take part in government procurement: registering on GeBIZ, finding quotations and tenders that fit, reading the tender documents, making sure every requirement is answered, and preparing the proposal and price schedule. The business still submits the bid through its own GeBIZ account and remains responsible for what it promises. Most clients are SMEs that are new to government work, or that bid occasionally and do not have a dedicated bid team.

Who hires a tender consultant

  • First-time suppliers who have never registered on GeBIZ and are unsure what the agency expects.
  • SMEs with a small team where the founder or sales lead writes bids around their day job.
  • Firms that keep losing on quality points, or whose bids have been ruled out for missing a mandatory requirement.
  • Suppliers facing a larger tender than usual, with a long specification, many forms and a tight closing date.
  • Overseas suppliers that need help with Singapore registration and local bid conventions.

What tender consultants do

Scope varies a lot between providers, so compare the services line by line.

Registration and setup

  • Corppass setup guidance and GeBIZ Trading Partner registration
  • Choosing the procurement categories that match what you sell
  • Government Supplier Registration when a tender requires it
  • Our GeBIZ registration guide explains each layer if you want to do this yourself

Finding relevant opportunities

  • Searching GeBIZ for quotations and tenders by category and agency
  • Reviewing past awards to see who wins in your field and at what prices; you can check these yourself in our GeBIZ award finder or browse the government contracts database
  • Advising which opportunities are realistic for your size and track record

Bid preparation

  • Reading the specification, terms and conditions, and evaluation criteria
  • A compliance matrix that maps every requirement to a section of your response (see our guide to the tender compliance matrix and the free compliance matrix tool)
  • Drafting or editing the technical proposal, method statement and company profile
  • Checking that pricing schedules are complete and consistent with the proposal
  • Drafting clarification questions for the agency before the deadline
  • A final completeness check on forms, declarations and attachments

After submission

  • Help interpreting the award and requesting reasons if your bid was not successful
  • Post-award support such as contract start-up paperwork and invoicing through GeBIZ
  • Lessons from each bid fed into the next one

What it costs in Singapore

We did not find tender consultants in Singapore publishing their fees on their own websites when we checked in October 2026, so we cannot give a reliable price range. Expect a quote based on scope. The main cost drivers are:

  • Scope. Registration help only, one bid, or a retainer covering several bids a year.
  • Tender size and complexity. A short quotation costs less to prepare than a multi-part tender with a long specification and quality evaluation.
  • Turnaround. Work that starts a few days before closing usually costs more.
  • Who writes. Some consultants review and edit your drafts; others write most of the response from interviews with your team.
  • Pricing structure. Fixed fee, hourly, retainer, or a success-linked element. Ask exactly what triggers each payment.
  • GST. Check whether the quote includes the 9% GST.

The government fees themselves are separate and small. The GeBIZ FAQ says the first authorised representative account is free, and lists a processing fee of S$43.60 including GST per application for Government Supplier Registration.

Singapore rules buyers should know

How government buys (MOF)

MOF’s procurement processes set the approach by estimated value: small value purchases up to S$6,000, quotations up to S$90,000, and tenders above S$90,000, with Tender Lite for tenders up to S$1 million. MOF’s government procurement principles are transparency, open and fair competition, and value for money. Requirements, procedures and evaluation criteria are published on GeBIZ, and all suppliers get the same information. Our guide on how to bid for GeBIZ tenders walks through the process.

GeBIZ Trading Partner registration

To respond to quotations and tenders, you register as a GeBIZ Trading Partner on gebiz.gov.sg. The GeBIZ FAQ says business entities, local and overseas, must have Corppass to register, and that applications are approved immediately on successful submission.

Supplier registration and construction

MOF’s summarised supplier guide says Government Supplier Registration (formerly EPPU registration) covers general goods and services and applies to tenders that specify it as a criterion. Construction-related registration is handled by the Building and Construction Authority under its Contractors Registration System. A consultant should check what each tender asks for rather than telling you to register for everything.

Clarifications and unsuccessful bids

The same guide tells suppliers to seek clarification from the procuring agency on anything unclear, and says the agency is obliged to explain why a bid was unsuccessful when the supplier writes in. Awards are published, and our guide shows how to check GeBIZ tender results.

Corruption (CPIB)

CPIB’s page on the Prevention of Corruption Act says a bribe can be money, gifts, fees, commissions or other advantages, and that offences relating to a government contract carry a fine of up to S$100,000, imprisonment of up to seven years, or both. Nobody can legitimately influence an evaluation on your behalf.

How to choose a tender consultant

Ask to see how the consultant would approach a real tender in your category, from first read to submission.

Questions to ask:

  1. Which agencies and procurement categories have you supported bids in?
  2. What exactly is included, and what is charged separately?
  3. Will you write the response, or review and edit drafts from our team?
  4. How do you check that every requirement and form is covered before we submit?
  5. How much lead time do you need before a closing date?
  6. How is your fee structured, and does any part depend on the outcome?
  7. How do you handle our pricing, financials and other confidential information?
  8. Do you also work for our competitors on the same tender, and how do you manage that?

If you sell to government and also want to follow up on contract awards, see our tender and award signals service.

Red flags

  • Promises of a guaranteed win, or claims of “connections” at an agency
  • Success fees with no clear link to work done, or requests for money to pass on to anyone
  • Advice to contact evaluators outside the published clarification process
  • Pressure to register for every category or grade regardless of what tenders require
  • No written scope, deadline plan or confidentiality terms
  • Proposals copied from another bid with little change to your requirements

How FYAdvisers matching works

  1. Describe your need. Tell us what you sell, which tenders or agencies you are targeting and where you need help.
  2. Free concierge consultation. A concierge contacts you to confirm your needs, budget and timing.
  3. We introduce one to five providers. With your consent, we introduce you to the number of tender consultants you choose, up to five.
  4. Meet and decide. Providers reach out directly with questions and proposals. You choose whether to work with any of them.

Matching is free for you. Providers pay FYAdvisers to receive introductions. FYAdvisers also offers tender preparation support, so our own team may be one of the providers introduced, and we will say so when it is. We only share your details with your consent.

Frequently asked questions

How does matching work?

You describe what you sell, which agencies or categories you want to bid in, and where you need help, such as GeBIZ registration, a specific tender or ongoing bid support. A concierge then contacts you to confirm the details and, with your consent, introduces you to the number you choose (one to five) of tender consultants that handle that kind of work. They contact you directly, and you decide whether to go ahead with any of them.

Is it free?

Yes. It is free for businesses requesting a match. Providers pay FYAdvisers to receive introductions. FYAdvisers also offers tender preparation support, so our own team may be one of the providers introduced, and we will tell you when it is.

Can a tender consultant guarantee that we win?

No. MOF says requirements, procedures and evaluation criteria are published on GeBIZ and all suppliers get the same information. Agencies evaluate bids on those criteria. A consultant can help you submit a complete, well-argued bid, but cannot influence the evaluation or promise an award.

Do we need Government Supplier Registration or EPPU to bid?

Only when the tender asks for it. Government Supplier Registration, previously known as EPPU registration, covers general goods and services and is required when the tender notice and documents state it. Construction-related registration is handled by BCA under its Contractors Registration System.

How much does a tender consultant cost in Singapore?

We did not find published prices on tender consultants' own websites when we checked in October 2026. Fees depend on the scope (registration only, a single bid or ongoing support), the size and complexity of the tender, and the deadline. Ask each consultant for a written, itemised quote.
