Get matched: office cleaning

Free for businesses. A concierge will contact you to confirm your needs before any introductions. Not sure what you need yet? That is fine, describe the problem. You can write in English or Chinese (中文).

In short: Check two things before price: the provider's NEA Cleaning Business Licence and Progressive Wage Model pay, which from 1 July 2026 is S$2,080 a month for a general or indoor cleaner at offices. Most providers quote after a site visit, so ask for scope itemised by area and frequency.

Office cleaning services in Singapore cover the routine upkeep of a workplace: workstations, floors, pantries, washrooms, meeting rooms and rubbish removal, on a schedule you agree with a licensed cleaning company. Most Singapore businesses buy it as a recurring contract, from a few visits a week for a small office to daily or full-time on-site cleaners for larger floors, with periodic deep cleans and ad hoc jobs added as needed. Every company providing general cleaning must hold a Cleaning Business Licence from the National Environment Agency (NEA), and its resident cleaners must be paid under the Progressive Wage Model, so those two checks come before price.

What office cleaning usually includes

A typical recurring office cleaning contract covers:

  • Workstations and common areas: dusting desks, wiping touch points such as door handles and switches, emptying bins and tidying meeting rooms.
  • Floors: vacuuming carpets, sweeping and mopping hard floors.
  • Pantry: wiping counters and sinks, washing up if agreed, cleaning fridges and microwaves on a set schedule.
  • Washrooms: cleaning and disinfecting fittings, refilling soap, paper and other consumables.
  • Waste: collecting rubbish and recyclables to the building’s designated point.

Many providers also offer, as add-ons or one-off jobs:

  • carpet shampooing and hard-floor polishing or scrubbing;
  • window and glass partition cleaning (internal; high-rise façade work is a separate specialist service);
  • upholstery and office chair cleaning;
  • disinfection after an illness case on the premises;
  • post-renovation and move-in or move-out cleaning;
  • supply of consumables such as toilet rolls, hand soap and bin liners.

Common service models

  • Scheduled visits: a cleaner or small team comes on fixed days for a set number of hours. Suits small offices.
  • Daily or on-site cleaners: one or more cleaners stationed at your office during set hours. Suits larger floors and busy pantries and washrooms.
  • One-off and periodic jobs: deep cleans, carpet care or post-renovation cleaning, quoted separately.

What office cleaning costs in Singapore

Most office cleaning companies we checked in October 2026 do not publish a standard office price list; they quote after a site visit or once they have your floor plan. Treat any figure you see online without a scope attached with caution. The main cost drivers are:

  • Labour hours: the number of cleaners, hours per visit and visits per week. This is the largest part of most quotes.
  • Wage levels: contract prices sit on top of the Progressive Wage Model floor. For outsourced cleaners at offices and commercial sites, MOM’s cleaning sector table lists basic monthly wages from 1 July 2026 of S$2,080 for a general or indoor cleaner, S$2,495 for a restroom cleaner, S$2,700 for a multi-skilled cleaner or machine operator, and S$2,870 for a supervisor. These levels rise each July, and employers must also pay a PWM bonus of at least two weeks of basic wages a year to eligible cleaners. Expect multi-year contracts to reflect these scheduled increases.
  • Floor area and layout: carpet versus hard floor, number of washrooms and size of the pantry.
  • Timing: after-hours or weekend cleaning, which some providers price higher.
  • Consumables and equipment: whether toilet rolls, soap, liners and machines are included or billed separately.
  • Add-ons: carpet shampooing, floor polishing and window cleaning are usually priced per job.
  • GST: ask whether each quote includes GST so you compare like with like.

Singapore rules and requirements for buyers

NEA Cleaning Business Licence

Businesses that provide general cleaning services in Singapore must obtain a Cleaning Business Licence from NEA before starting any cleaning work, even if cleaning is only part of what they do. Since 1 January 2024 there are three licence classes, each valid for two years:

  • Class 3 is for new cleaning businesses and cannot be renewed as Class 3.
  • Class 2 requires at least S$25,000 in paid-up capital and at least bizSAFE Level 3 certification.
  • Class 1 requires at least S$250,000 in paid-up capital, bizSAFE Level 3, a recent cleaning contract and a compliance track record.

NEA publishes a list of licensed cleaning businesses and advises buyers to check that a provider holds a valid licence when the contract is signed and throughout the contract period.

Progressive Wage Model

Under the licence, cleaning companies must submit a progressive wage plan and pay resident cleaners (full-time, part-time or temporary) at least the wage levels set for each role. Part-time wages are pro-rated. If a quote looks far below what the hours would cost at PWM levels, ask how it is achieved.

Outcome-based contracts

NEA publishes a guide to outcome-based cleaning contracts, developed with the Ministry of Finance and industry. It encourages buyers to specify the cleanliness outcomes they want rather than a fixed headcount, and includes templates for inspecting performance. It is a useful reference when you draft your scope.

How to choose an office cleaning company

Before you sign, ask each provider:

  1. What is your NEA licence class and expiry date, and are you bizSAFE certified?
  2. Will you visit the site before quoting, and can you itemise the scope by area and frequency?
  3. How many cleaners and hours does the quote assume, and are they your employees or subcontracted?
  4. How are PWM wage increases each July handled in the contract price?
  5. Who supervises the cleaners, how often are inspections done, and how do we report a problem?
  6. What happens if a cleaner is absent? Is a replacement guaranteed?
  7. Which consumables, chemicals and equipment are included?
  8. What insurance do you carry for damage on site and for your workers?
  9. What are the notice period and termination terms?

Ask for a trial period or a short first term if you are switching providers, and agree a simple checklist that both sides use to judge each visit.

Red flags

  • The company cannot give a licence number, or does not appear on NEA’s list of licensed cleaning businesses.
  • A monthly price that is hard to reconcile with the hours promised and the PWM wage levels.
  • A vague scope such as “general cleaning” with no frequencies or areas listed.
  • No named supervisor or way to escalate issues.
  • Long lock-in periods with no performance terms or exit clause.
  • Pressure to sign before a site visit.

Frequently asked questions

How does matching work?

You describe your office, how often you need cleaning and what should be covered. A concierge then contacts you to confirm the details and, with your consent, introduces you to the number you choose (one to five) of providers whose services match it, and they contact you directly to arrange a site visit or quote. You decide whether to hire any of them.

Is it free?

Yes. It is free for businesses requesting a provider. Providers pay FYAdvisers to receive introductions.

Does an office cleaning company need a licence in Singapore?

Yes. Businesses providing general cleaning services in Singapore must hold a Cleaning Business Licence from NEA before starting work, unless they only provide excluded services such as domestic cleaning. You can check a company against NEA's published list of licensed cleaning businesses.

What is the minimum wage for office cleaners?

Resident cleaners are covered by the Progressive Wage Model. For outsourced cleaners at offices and commercial sites, MOM lists a basic monthly wage of S$2,080 for a general or indoor cleaner from 1 July 2026 to 30 June 2027, with higher levels for other roles. These wages step up each July, which affects contract pricing.

Should we hire a full-time cleaner or pay per visit?

It depends on your floor area, headcount and how much of the work is daily upkeep. Small offices often use a few scheduled visits a week, while larger offices and those with busy pantries and washrooms tend to need daily or on-site cleaners. Ask each provider to quote both options for your space.
