Lead generation

Tender and award signals

Government procurement produces two kinds of lead. Open GeBIZ opportunities are leads if you sell to government. Contract awards are leads if you sell to the companies that win them.

  1. Research
  2. Bid or outreach draft
  3. Your team

In short: GeBIZ produces two kinds of lead: open opportunities if you sell to government, and contract awards if you sell to the companies that win them. FYAdvisers filters both for fit, turns tender files into a compliance matrix and proposal drafts, and drafts award-based outreach you approve before it is sent.

Singapore’s government publishes its buying. Open opportunities appear on GeBIZ, and the Ministry of Finance publishes awarded open tenders, with the winning supplier and amount, on data.gov.sg. That gives you two separate sources of GeBIZ tender leads, depending on who your customer is.

  • If you sell to government, a relevant open opportunity is the lead. The work is spotting it early and preparing a compliant response without losing days to it.
  • If you sell to businesses, a fresh contract award is the lead. The company that won now has to deliver, and may need what you sell.

FYAdvisers works on both, as part of our signal-based lead generation service.

Use 1: GeBIZ opportunities, for suppliers that sell to government

Spot relevant opportunities early

Closing dates on quotations can be short, so the days lost between publication and the moment someone on your team notices an opportunity matter. GeBIZ offers free business alerts by RSS to registered GeBIZ Trading Partners, covering new procurement opportunities. GeBIZ notes that email alerts through GoBusiness ended on 28 February 2025, so RSS is now the route.

Alerts tell you something has been published. They do not tell you whether it is worth bidding. We set up monitoring around the keywords, agencies and categories that match your work, then check each new opportunity against what you can realistically deliver, so your team sees a short list rather than every notice.

Use past awards to decide where to bid

Award history tells you which agencies buy what you sell, who usually wins, and roughly what they pay. MOF’s dataset, at the time of writing (October 2026), covers open tenders from April 2021 to March 2026 and was last updated on 26 April 2026, according to the data.gov.sg listing. It does not cover smaller quotations, and it lags, so recent results are best checked on GeBIZ itself. Our guide to checking GeBIZ tender results shows how to use this data to price a bid.

Prepare the response

Once you decide to bid, most of the effort is reading and organising. Requirements are spread across the instructions, specifications, conditions of contract, evaluation criteria and forms. Our tender workflow takes on the first part of that work: you upload the tender files, and it produces a compliance matrix (one row per requirement) and proposal drafts. Your team then reviews, corrects, prices and decides what to submit.

The matrix comes first because agencies evaluate against published criteria. MOF’s summarised supplier guide notes that critical criteria must be met for a bid to be considered for award.

What stays with your team:

  • checking the requirements in the matrix against the tender documents
  • reviewing and editing the proposed response
  • setting and confirming prices
  • deciding what to submit, and submitting through your own GeBIZ account

A draft is a starting point, not a guarantee of compliance or of an award. Our article on AI tender writing explains where AI drafts tend to go wrong.

Evidence: Chromatic Media

Chromatic Media provides printing and design services. Before the project, bid preparation took days each time and required substantial manual work. We built a tender preparation workflow, launched in February 2026, that produces a compliance matrix and proposal drafts from uploaded files. Chromatic’s admin now starts preparation by signing in and uploading the files. No exact new turnaround time has been measured, so we do not claim one.

On 5 August 2026, Chromatic Media was awarded a S$7,140 contract for the design and production of Dunman Secondary School’s 2026 yearbook, under the Ministry of Education (Schools). The GeBIZ award record names Chromatic Media Pte. Ltd. as the supplier. It was Chromatic’s first government contract, supported by the tender workflow and FYAdvisers’ quotation, design and bidding work. The award belongs to Chromatic Media, and it does not show that automation alone caused the win.

Use 2: Contract awards, for B2B sellers

A contract award is a public record that a company has just committed to deliver something, often to a fixed timeline. Depending on the contract, the winner may need to:

  • subcontract part of the work
  • buy materials or consumables
  • rent or buy equipment
  • hire staff or bring in temporary labour
  • add specialist services, such as transport, IT, safety or design

That makes a fresh award one of the clearest buying signals available, and one of the few that is fully public. The dataset gives you the tender description, the agency, the award date, the supplier name and the awarded amount, so you can judge fit before you contact anyone.

How we turn an award into a conversation

  1. Filter for fit. We search awards by the keywords that describe work needing what you sell. A uniform supplier might watch for security and cleaning contracts; an equipment rental firm might watch for construction and event work. You can try this yourself with the free GeBIZ award finder.
  2. Read the scope. We open the award on GeBIZ to understand the work, duration and deliverables, and check the winner is the kind of company you want as a customer.
  3. Find the right person. Usually the operations, project or procurement lead, rather than a general inbox.
  4. Draft a short note tied to the award. It names the contract, says what you could help with, and offers one simple next step. You approve it before it goes.
  5. Hand replies to your team. With the award details and research attached, so your salesperson starts with context.

Timing and limits

Awards are most useful soon after they are published, while the winner is still lining up how to deliver. The data.gov.sg dataset lags behind GeBIZ, so for timely signals we check GeBIZ directly as well. Not every award needs outside help: a winner may already have suppliers in place, and some contracts are small. That is why each award is checked for fit rather than contacted automatically. Our article on using GeBIZ awards for lead generation goes through the method in more detail.

Compliance

PDPC’s Do Not Call guidelines explain that marketing messages sent to an organisation, for the organisation’s purposes, are excluded from the DNC provisions. Keep the message about the contract and the business. See our guide to B2B outreach under the PDPA and DNC rules for the details.

Who this suits

  • Government suppliers who bid regularly, or want to, and lose days to preparation each time. If you bid only occasionally, our free compliance matrix tool may be enough.
  • B2B sellers whose customers win public contracts: subcontractors, equipment and materials suppliers, manpower and training providers, and specialist service firms.

If you are new to government work, start with GeBIZ registration and our first-timer’s guide to bidding. When you want to talk about your own tender or award signals, get in touch.

Frequently asked questions

Where can I find GeBIZ tender leads?

Open opportunities are listed on gebiz.gov.sg, and registered GeBIZ Trading Partners can subscribe to free RSS business alerts for new opportunities. Awarded open tenders are published by MOF on data.gov.sg, which you can search with our free GeBIZ award finder.

Why is a contract award a sales lead?

A company that has just won a contract has committed to deliver it. Depending on the work, it may now need subcontractors, materials, equipment, staff or specialist services, which makes it a timely prospect for those suppliers.

Do you submit bids on our behalf?

No. Our tender workflow prepares a compliance matrix and proposal drafts from the tender files. Your team reviews them, finalises pricing and submits through your own GeBIZ Trading Partner account.

Is contacting a contract winner allowed under Singapore's PDPA?

Marketing your services to a company, for the company's purposes, is excluded from the Do Not Call provisions according to PDPC's guidelines, and business contact information is outside the PDPA's data protection provisions. Keep the message about the business, and offer a clear way to opt out.
