Tender compliance matrix builder

Paste the requirements from a tender or quotation request. You get a numbered compliance matrix to fill in, ready for Excel or Word.

In short: Paste a tender's requirements and the tool numbers each one, flags shall and must statements as mandatory and should or may as desirable, and lets you copy to Excel or download a CSV. It runs in your browser, nothing is uploaded, and the tender documents always take precedence.

How to use the matrix

  1. Paste the requirements. Copy the specification, scope of work or evaluation criteria section from the tender documents. Numbered lists and paragraphs both work.
  2. Check the mandatory flags. The tool flags "shall" and "must" statements as mandatory. Adjust any it gets wrong; the tender documents always take precedence.
  3. Fill in your response. For each row, choose Comply, Partially comply or Do not comply, and note the section of your proposal that addresses it.
  4. Submit it with your bid if asked, or use it internally as a checklist so nothing is missed.

A complete matrix makes an evaluator's job easier and shows you have read every requirement. Read our guide on building a compliance matrix for a worked example, and see how Chromatic Media used an automated compliance matrix in the preparation behind its first government contract.

Frequently asked questions

What is a compliance matrix?

A table that lists every requirement in a tender and shows, for each one, whether you comply and where in your proposal you address it. Evaluators use it to check your bid quickly.

How does this tool decide what is mandatory?

It marks a requirement as mandatory when it contains words such as "shall", "must", "is required to" or "mandatory", and as desirable when it uses words such as "should", "may" or "preferably". Always check the result against the tender documents.

Is my tender text uploaded anywhere?

No. The matrix is built in your browser and nothing you paste is sent to FYAdvisers or any other service.

Can I use the matrix in Excel or Word?

Yes. Use "Copy for Excel" and paste into a spreadsheet, or download a CSV file. Both keep one requirement per row.
