In short: Most SMEs pay a monthly agency fee plus ad spend paid to Google or Meta. Published October 2026 prices put local SEO retainers from S$1,500 a month and Google Ads management at 10% to 20% of ad spend or a flat fee from about S$250 to S$400 a month for small budgets.

Digital marketing in Singapore usually costs a monthly agency fee of somewhere between a few hundred dollars and S$12,000 or more, plus the ad spend you pay directly to platforms such as Google and Meta. A small Google Ads account can be managed for a few hundred dollars a month, a local SEO retainer typically starts around S$1,500 a month, and a multi-channel programme with content, SEO and ads costs several thousand dollars a month. One-off projects, such as an SEO audit or a campaign launch, are priced separately.

The figures below come from agencies’ own published pricing and guides, checked in October 2026. Fees vary by scope, so use them to sense-check quotes rather than as a price list.

Typical costs by channel

Service Published price (SGD) Source
Local SEO, single location 1,500 to 3,000 a month One SEO provider’s guide, April 2026
Foundational SEO for SMEs 3,000 to 6,000 a month Same guide
Comprehensive SEO programme 6,000 to 12,000 a month Same guide
SEO retainer From 2,800 a month One agency’s published rate card
Google Ads management 10% to 20% of ad spend, or flat from about 400 a month One agency’s Google Ads guide, September 2026
Google Ads management 2,000 a month or 20% of ad spend One agency’s published rate card
Social media ads management 2,000 a month or 20% of ad spend Same rate card
Organic social media management 1,500 to 5,000 a month Same rate card
Content marketing From 2,300 a month Same rate card

The rate card says its figures are in Singapore dollars and inclusive of GST where applicable, and sets a six-month minimum for retainers. The two guides do not say whether their figures include GST.

SEO

The April 2026 SEO guide lists two further retainer tiers: S$12,000 to S$18,000 a month for senior strategic work on competitive national keywords, and S$18,000 to S$25,000+ for enterprise or multi-market programmes. Its one-off project fees are:

SEO project Published price (SGD, one provider’s guide)
Technical SEO audit, up to 5,000 URLs 3,000 to 8,000
Comprehensive audit: technical, content and backlinks 8,000 to 18,000
Keyword research and content strategy 3,500 to 10,000

The September 2026 Google Ads guide says management fees are usually 10% to 20% of ad spend, with flat monthly fees from about S$400 for small budgets, and that some agencies charge a one-off setup fee from about S$500 per campaign. The agency’s own flat plans, by ad budget, are:

Ad budget covered 12-month contract (per month) Month to month
Up to S$1,000 S$250 S$357
Up to S$2,500 S$400 S$571
Up to S$5,000 S$650 S$929
S$5,000 and up S$1,000 S$1,429

The guide says Google sets no minimum spend, and notes that most Singapore guides suggest small businesses start with S$1,000 to S$3,000 a month of ad budget, plus any agency fee.

Ad spend is separate

The agency fee buys planning, setup, management and reporting. Ad spend buys the ads. What you pay per click depends on your industry and competition: the same September 2026 guide, citing Google Ads data for Singapore, shows average costs per click from under US$3 for catering to over US$30 for accounting. A percentage-of-spend fee rises as your budget grows, while a flat fee is easier to plan around. Ask whether ad spend is billed to your own card or invoiced through the agency, and whether any mark-up applies.

What drives the cost

  • Number of channels. SEO, Google Ads, Meta, LinkedIn, TikTok and email each need their own setup, management and reporting.
  • Competition. Competitive keywords need more content and links for SEO, and higher bids for ads.
  • Content and creative. Articles, graphics, landing pages and short videos are often priced separately from management.
  • Tracking and reporting. Conversion tracking, dashboards and CRM connections add setup time.
  • Languages and markets. Each additional language or country adds work.
  • Contract length. Longer commitments can lower the monthly fee, as the Google Ads plans above show.

Hidden and ongoing costs

  • Setup fees. Some agencies charge per campaign or for onboarding; others charge none. Ask.
  • Minimum terms and notice periods. Six-month and 12-month minimums are common in published pricing.
  • Content production. Video ads, photography and design may be billed per piece. See our guide to video production costs.
  • Landing pages and website fixes. SEO and ads often reveal website work. See website costs.
  • Software. Some agencies pass on the cost of SEO tools, scheduling tools or reporting dashboards.
  • GST. GST in Singapore is 9%. Check whether each quote includes it, and how ad platform invoices are taxed for your account.

How to get comparable quotes

Agency proposals are hard to compare because each one recommends a different mix of channels. Fix the basics first and send the same brief to each:

  1. Your goal in measurable terms, such as enquiries, sales or bookings a month.
  2. The channels you want quoted, or ask each agency to price the same two.
  3. Your monthly ad budget, stated separately from the fee you can pay.
  4. What content you will supply and what the agency must create.
  5. How you want results reported, and which numbers the agency will be judged on.
  6. Your preferred contract length.

Ask for the management fee, ad spend, setup, content and tools as separate lines, and confirm that the ad, analytics and social accounts will be owned by your company. Be wary of guaranteed rankings or a guaranteed number of leads.

Retainer or project

Ongoing channels such as SEO, ad management and social posting are usually sold as monthly retainers, because results build over months and accounts need regular attention. Defined pieces of work, such as an SEO audit, a website migration, a campaign launch or a content strategy, are usually priced as a project with fixed deliverables. Many businesses start with a project to see how an agency works, then move to a retainer. For a retainer, check the minimum term, the notice period, what happens to unused hours and what you keep if you leave. For a project, check the deliverables, milestones and number of revisions.

Setting a realistic budget

Start from what a customer is worth to you. If one new client brings in a few thousand dollars, a combined fee and ad budget of a few thousand a month can make sense once the channel is working. Allow the first months for setup and testing, judge results on enquiries or sales rather than clicks or followers, and review the split between fee and ad spend every quarter.

Grants

Many agency pages still advertise packages supported by the Productivity Solutions Grant. Enterprise Singapore says PSG ceased on 29 September 2026 and that new applications should go to the EDGE Grant from 30 September. Our EDGE Grant guide explains how support levels and caps work. Check whether your activity qualifies, and apply, before you commit.

Frequently asked questions

How much does SEO cost in Singapore?

One SEO provider's April 2026 guide lists monthly retainers of S$1,500 to S$3,000 for single-location local SEO, S$3,000 to S$6,000 for a foundational SME programme and S$6,000 to S$12,000 for a comprehensive one. A technical SEO audit is listed at S$3,000 to S$8,000 as a one-off project.

Is ad spend included in the agency fee?

Usually not. Ad spend is paid to the platforms, such as Google or Meta, and the agency fee pays for planning, setup, management and reporting. One agency's published rate card says the ad budget is billed by Google directly. Ask every agency to show the two separately.

What is the minimum contract for a digital marketing retainer?

It varies. One agency's rate card we checked sets a six-month minimum for its retainers, then month to month. Another agency's Google Ads plans are cheaper on a 12-month contract than month to month. Check the minimum term and notice period before you sign.

Can a grant pay for digital marketing?

Enterprise Singapore says the Productivity Solutions Grant ceased on 29 September 2026, and new applications go to the EDGE Grant from 30 September. Check the official EDGE Grant page for whether your activity qualifies, and treat older 'PSG package' offers with care.
