In short: Large organisations and public-sector buyers: Temus or Webpuppies. SMEs wanting AI inside custom software with offshore delivery: TechTIQ Solutions, Adamo Asia Pacific or OTG Lab. One workflow to hand to an assistant, agent or knowledge base: UAutomate or Fooyo.

Which AI development company suits you depends on the size of the project and who will run it afterwards. For large organisations and public-sector work, look at Temus and Webpuppies. For SMEs that want AI built into custom software by a team with offshore delivery, look at TechTIQ Solutions, Adamo Asia Pacific and OTG Lab. For AI assistants, agents and knowledge bases built around a specific workflow, look at UAutomate and Fooyo.

Searches for “AI companies in Singapore” mix research institutes, global tech firms and startups. This guide is for buyers: it groups seven firms that build AI for clients by type and sets out what each says on its own website.

How we chose

We started from firms that appear when Singapore buyers search for AI development help, then kept only those offering AI development as a service, with services and a Singapore office we could confirm on their own websites in October 2026. We left out firms already in our list of AI and workflow automation agencies and did not use paid directories. We looked at:

  • Type of AI work. Enterprise AI and data programmes, AI inside custom software, or focused AI products and assistants.
  • Singapore presence. A Singapore office address on the firm’s site.
  • Who it serves. Whether the firm describes SMEs, enterprises or government as its clients.
  • How work starts. Whether the firm offers a consultation, demo or strategy session before quoting.

We did not rank firms by review scores, client counts or claimed results, because we could not verify them. The list is grouped by type rather than ranked.

FYAdvisers is a free matching service for Singapore businesses. Firms do not pay to appear in this list, and we describe each one only from what it says on its own website.

Enterprise AI and data firms

These firms run larger AI programmes alongside data, cloud and change work. They suit organisations with several systems and governance requirements.

1. Temus

Temus says on its website that it combines AI engineering with data management and ethical guardrails. Its AI services include document automation, large language model and agentic applications, and machine learning delivery, alongside data engineering and analytics.

Best for: Large organisations and public bodies that need AI delivered together with data platforms and change management.

Cost: Not published. The site invites enquiries through its contact page.

Strengths: It lists defence, health and government services as its industries, and its case studies include a GenAI resident health companion. It says it is an AWS Select Tier Services partner and an approved consultancy partner for AWS’s AI Springboard programme.

Limits: Its site is aimed at large organisations, so a small business should ask whether a single-process project fits.

Singapore note: Office at Mapletree Business City.

2. Webpuppies

Webpuppies describes itself on its website as building agentic AI and enterprise platforms. Its AI services are AI consultancy and development, agentic AI development, AI prototypes and MVPs, and an on-demand AI and automation team.

Best for: Enterprises, government-linked organisations and regulated businesses that want to prototype an AI idea before a full build.

Cost: Not published. The site offers a free consultation.

Strengths: Its recognitions and partnerships menu lists AWS, Google Cloud, the Claude Partner Network, the OpenAI Partner Network and the AI Verify Foundation.

Limits: It offers many services beyond AI, so ask who will lead the AI work.

Singapore note: Office at Suntec Tower One.

Software houses with AI practices

These custom software companies have added AI to web, mobile and system work. They suit businesses that want AI inside a wider application.

3. TechTIQ Solutions

TechTIQ Solutions says on its website that it builds software for startups and SMEs and was founded in 2017. Its AI services are AI development (machine learning, natural language processing and generative AI), AI agent development, AI integration, AI transformation and a forward deployed AI engineer offering.

Best for: Startups and SMEs adding AI to an app.

Cost: Not published. Its FAQ mentions fixed-price and time-and-materials estimates, and the site offers a call.

Strengths: It says its processes are ISO 9001 certified and follow ISO 27001 standards.

Limits: It lists a Vietnam office, so ask which work is delivered from Singapore.

Singapore note: Office at PLUS, 20 Cecil Street.

4. Adamo Asia Pacific

Adamo Asia Pacific says on its website that it is the Singapore office of Adamo Software, a Vietnam-based IT outsourcing company. Its AI and data services are custom AI and machine learning, data analytics and business intelligence, computer vision and NLP development, and AI integration into existing systems.

Best for: Businesses in travel, healthcare, fintech, logistics or e-commerce that need machine learning or computer vision as part of a product.

Cost: Not published. The site offers a free 30-minute consultation, followed by a proposal with timeline and pricing.

Strengths: It says it holds ISO 27001 and ISO 9001:2015 certifications and that every engagement includes PDPA-aligned data handling.

Limits: Singapore consultants lead engagements while teams in Vietnam deliver, so agree how you will work with the engineers.

Singapore note: Office at Bugis Cube; development centre in Hanoi.

5. OTG Lab

OTG Lab describes itself on its website as an AI growth partner offering custom software and AI solutions. Its services include AI software development, agentic AI development, AI chatbots, AI field service management, AI business analytics, AI training courses and AI consultancy.

Best for: SMEs that want an AI system built and their staff trained to use it.

Cost: Not published. The site offers a free AI strategy session.

Strengths: It pairs building with training courses, which helps if your team is new to AI.

Limits: Its site still names PSG and EDG among the funding programmes it is approved under. Those schemes closed on 29 September 2026, so ask how its solutions fit the EDGE Grant before you plan on funding.

Singapore note: Headquarters on Playfair Road; offices in Malaysia and Vietnam.

AI product and assistant specialists

These firms focus on AI assistants, agents and knowledge bases. They suit businesses with one clear workflow to hand to an assistant.

6. UAutomate

UAutomate says on its website that it is an AI product development company in Singapore. It builds assistants, internal copilots, AI search, voice agents and multi-agent systems, with separate services for RAG development, chatbots and WhatsApp bots.

Best for: Clinics, property, education and professional services firms wanting an assistant linked to their CRM, calendar or WhatsApp.

Cost: Not published. The site offers a consultation and a WhatsApp chat.

Strengths: It names the model providers it works with (OpenAI, Anthropic and Gemini-compatible flows) and describes human approval flows where needed.

Best for: Organisations that want an AI knowledge base or agent in their own cloud.

Cost: Not published. Its FAQ says engagements start with a 30-minute demo, then a scoped pilot.

Strengths: It says deployments run in the client’s private cloud, client data does not train shared models, and automated workflows include human review gates. It lists models from Anthropic, Google, OpenAI and others.

Limits: It starts from its own products, so ask how much of your project would be custom work.

Singapore note: Office on Orchard Road.

How to choose

Start with the problem. If AI is one part of a large system with governance reviews, an enterprise firm fits. If you need a new app with AI features, a software house with an AI practice is practical. If you have one workflow, such as answering enquiries from your documents, an AI product specialist may get you live faster. For builds with little AI, see our list of custom software development companies.

Then ask every shortlisted firm the same questions:

  1. Which AI model will this use? Ask what data goes to the model provider and whether it is used for training.
  2. Who owns the code, prompts and accounts? Make sure they sit under your company.
  3. What happens when the AI gets something wrong? Ask where a person reviews outputs, especially anything sent to customers.
  4. How is personal data handled? Ask how the firm meets PDPA obligations and where logs are stored.
  5. What are the running costs? Model fees, hosting and support.
  6. Can we start with a pilot? A small first phase using your real data shows whether the approach works.

Frequently asked questions

What does an AI development company build?

Most build software that uses AI models for a business task, such as a chatbot or assistant that answers from your documents, an AI agent that carries out steps in your systems, document extraction, or a predictive model trained on your data. Few train their own large language models; they usually build on models from providers such as OpenAI, Anthropic or Google.

How much does AI development cost in Singapore?

None of the firms on this list published fixed prices on their own websites when we checked in October 2026. Most offer a consultation or demo and quote afterwards. Cost depends on how many systems the AI connects to, how much data preparation is needed, and whether the firm also runs and maintains the system after launch.

Can I get a grant for AI development?

Enterprise Singapore's EDGE Grant replaced the PSG, EDG and MRA schemes on 30 September 2026, and IRAS offers a 400% tax deduction on up to S$50,000 of qualifying AI spending for YA 2027 and YA 2028. Apply for any grant before you sign or pay a deposit, and check which activity your project falls under.

Can FYAdvisers introduce me to an AI development company?

Yes. FYAdvisers is a free matching service for Singapore businesses. You describe what you need, a concierge confirms your requirements, and we introduce one to five AI development providers that fit. You choose which ones to speak to, and the service is free for businesses.
