In short: A custom app in Singapore usually starts in the tens of thousands of dollars. Two 2026 guides from development companies put a basic MVP at S$10,000 to S$30,000 and S$15,000 to S$80,000+, with complex apps above S$80,000 to S$120,000. Budget about 15% to 20% of the build cost each year for maintenance.

A custom mobile or web app in Singapore usually costs from around S$10,000 to S$30,000 for a simple first version, and from S$80,000 to well over S$100,000 for a complex app with payments, real-time features and several user types. No-code tools can be far cheaper for simple internal use. The total depends on the features, the number of platforms, the systems the app must connect to, and who builds it. After launch, maintenance adds a yearly cost that published guides put at around 15% to 20% of the build.

The figures below come from cost guides published by development companies on their own websites, checked in October 2026. They differ widely, which is itself useful: it tells you that a scope document matters more than any headline price.

Typical app development costs by complexity

Two development companies’ 2026 guides give these ranges in Singapore dollars. Neither says whether GST is included.

App complexity Guide A, 2026 (SGD) Guide B, September 2026 (SGD)
Basic or MVP 10,000 to 30,000 15,000 to 80,000+
Standard or medium 30,000 to 80,000 80,000 to 120,000+
Complex or enterprise 80,000 to 200,000+ 120,000 to 200,000+
Typical timeline (Guide A) 1 to 6+ months by complexity Not stated in this form

Guide A also lists low-code or no-code builds at SGD 2,000 to 5,000, and gives category ranges such as SGD 25,000 to 70,000 for a booking app and SGD 50,000 to 150,000+ for a marketplace.

Guide B describes what each tier includes. Its MVP tier covers a core user journey, a minimal back end and simple sign-in. Its medium tier adds real-time tracking, APIs, payment gateways and push notifications. Its complex tier adds AI recommendations and large database work.

Hourly rates

Guide A gives hourly rates of SGD 80 to 120 for local freelancers, SGD 120 to 200 for Singapore agencies and SGD 25 to 60 for offshore teams such as in Vietnam. A later section of the same guide gives local agencies as SGD 80 to 150+ an hour, so treat these as rough bands.

Feature costs

Guide B includes an estimate per feature, in SGD:

Feature Estimated cost (SGD, one company’s guide)
User registration and login 2,000 to 3,000
Payment gateway integration 4,000 to 10,000
Push notifications 2,000 to 5,000
Real-time chat 6,000 to 12,000
Admin dashboard 8,000 to 25,000
Analytics and reporting 5,000 to 15,000

These help you see which features carry the most weight, but every provider estimates differently.

What drives the cost

Platforms

One cross-platform app is usually cheaper than separate native iOS and Android apps. A web app or progressive web app avoids app stores but has limits on device features.

Features and user roles

Each type of user, such as customers, staff and administrators, needs its own screens and permissions. Payments, real-time updates, maps, offline use and file uploads all add time.

Integrations

Every connection to another system, such as accounting, CRM, inventory or a payment provider, needs design, testing and ongoing maintenance when the other system changes.

Design

Standard components cost less than custom interface design and user research. Guide B puts standard UI and UX design at S$3,000 to S$8,000 and premium design at S$10,000 to S$15,000+.

Security and data

Apps that hold personal, health or financial data need more design and testing. The Personal Data Protection Act applies to most business apps.

Team location and seniority

Local, offshore and mixed teams are priced differently. Ask who will write the code and whether any work is subcontracted.

Hidden and ongoing costs

  • Maintenance. Guide A puts it at 15% to 20% of the original development budget each year. Guide B gives figures from 15% to 25% in different sections and advises allocating at least 20%.
  • Hosting. Guide A puts cloud hosting at SGD 30 to 200 a month for small to mid-sized apps.
  • App store accounts. Apple lists the Apple Developer Program at 99 USD a year, and organisations need a D-U-N-S Number. Google Play charges a one-time US$25 registration fee.
  • Third-party services. Maps, SMS, email, payments and AI features are often billed by usage.
  • Change requests. On a fixed-price contract, anything outside the agreed scope is extra.
  • GST. GST in Singapore is 9%. Check whether each quote includes it.

Fixed price or time and materials

How a project is priced changes who carries the risk. A fixed price suits a well-defined scope, but changes go through change requests. Time and materials suits evolving requirements, but you need to track the budget closely. Many providers offer a paid discovery phase that produces a detailed scope, which usually leads to more reliable quotes for the build.

How to get comparable quotes

Development quotes are hard to compare because each provider fills gaps in the brief with its own assumptions. Write those assumptions down first:

  1. Who the users are and what each type of user must be able to do.
  2. A prioritised feature list, marking what must be in the first release.
  3. Platforms: iOS, Android, web, or all three.
  4. Systems the app must connect to.
  5. Who provides content, design assets and test data.
  6. Support you need after launch, and your budget range and timing.

Send the same brief to each provider and ask them to price it the same way, for example a fixed-price discovery phase plus an estimate for the build. Ask for the build, design, testing, project management and first-year support as separate lines. Confirm in the contract that your company owns the code and designs, has access to the source code repository, and holds the app store and cloud accounts.

Our website and app cost calculator gives a starting estimate based on platforms and features, which helps you spot quotes that are far outside the published ranges.

Ways to keep the cost down

  • Start with the smallest useful release. Build the features that prove the idea or remove the biggest manual task first, and leave the rest for later phases.
  • Use standard components. Off-the-shelf sign-in, payments and admin tools cost less than custom versions.
  • Consider cross-platform or a web app if you do not need deep device features.
  • Check whether existing software fits. A configured off-the-shelf system can be cheaper than a custom build for common processes such as bookings or inventory.
  • Have one decision-maker. Slow or conflicting feedback adds days to any time-and-materials project.

Grants

Enterprise Singapore says the Productivity Solutions Grant and Enterprise Development Grant ceased on 29 September 2026, and directs new applications to the EDGE Grant, where support differs by activity. Our EDGE Grant guide explains support levels and caps. Check whether your project qualifies, and apply, before you sign or pay anything.

Where to look next

Browse the app development directory for Singapore development companies with their location and Google ratings, or read our ranking of custom software development companies in Singapore. Our app development matching page covers IP ownership, data protection and questions to ask in more detail. If you need a marketing website rather than an app, see our guide to website costs.

If you would rather not chase quotes yourself, describe what you want built and a concierge will confirm your requirements, then introduce one to five development companies who will quote on the same brief. It is free for businesses.

Frequently asked questions

How much does a simple app cost in Singapore?

Published guides disagree. One development company's 2026 guide puts a basic MVP at SGD 10,000 to 30,000, while another's September 2026 guide puts it at S$15,000 to S$80,000+. The gap comes from how each defines 'basic', so ask for a quote based on a written feature list.

How much should we budget for maintenance?

Both guides we checked suggest roughly 15% to 20% of the original development cost a year, and one says to allocate at least 20%. That covers bug fixes, operating system updates and security patches, but usually not new features.

Is a cross-platform app cheaper than native apps?

Usually, because one codebase serves both iOS and Android. Separate native apps mean two codebases to build and maintain. Ask providers to price both options against the same feature list so you can see the difference for your project.

Are there grants for app development?

Enterprise Singapore says the Productivity Solutions Grant and Enterprise Development Grant ceased on 29 September 2026, and new applications go to the EDGE Grant. Support differs by activity, so check the official EDGE Grant page before you sign.
