# Signal-based lead generation

> We watch for the events that show a company has a reason to buy now, research the account and the right contact, and draft a short message tied to that event for you to approve. Replies go to your sales team.

Signal-based lead generation means contacting a company because something has just happened that makes your offer relevant. A contract award, a new hire, an expansion or a leadership change gives you a reason to write, and a reason for the buyer to read. FYAdvisers runs this as a done-for-you service for B2B companies selling to Singapore businesses and government, and for overseas B2B teams selling into Singapore. We track the signals, research the account, draft outreach tied to the signal for your approval and hand replies to your sales team.

As B2B lead generation in Singapore goes, it is a narrower approach than sending volume to a list. You get fewer conversations to start, and each one comes with context your salesperson can use.

## The signals we watch

Which signals matter depends on your niche. We choose them with you, starting from what happened just before your past customers bought, then find the sources that carry them, including niche data feeds and APIs specific to your industry. These are the common ones.

| Signal | What it tells you | Example |
|---|---|---|
| GeBIZ tenders | A government agency has a published need you may be able to meet | A school calls a quotation for printing services |
| Contract awards | A company has just committed to deliver work and may need partners, suppliers, staff or equipment | A facilities firm wins a multi-site cleaning contract |
| Regulatory filings and licences | A company has registered, changed or applied for something that creates a need | A firm is newly licensed in a regulated activity and must set up compliant processes |
| Funding news | A company has new money to spend on growth | A startup announces a funding round and starts building a sales team |
| Hiring for a relevant role | A company is building a function you support | A manufacturer advertises for its first procurement manager |
| Expansion or a new location | New sites need fit-out, equipment, services and systems | A logistics company opens a second warehouse |
| Leadership change | A new head often reviews suppliers and processes in their first months | A new operations director is appointed |
| Inbound enquiry | Someone has already asked you for help | A form submission on your website |

Award data is especially useful in Singapore because it is public. The Ministry of Finance publishes [Government Procurement via GeBIZ](https://data.gov.sg/datasets/d_acde1106003906a75c3fa052592f2fcb/view) on data.gov.sg, listing awarded open tenders with the agency, supplier name and awarded amount. You can search it yourself with our free [GeBIZ award finder](/tools/gebiz-award-finder/). Our [tender and award signals](/services/tender-signals/) page explains both uses of this data in detail.

Inbound enquiries are the strongest signal of all, and they are the easiest to waste through a slow reply. If that is your main gap, start with [speed-to-lead response](/services/speed-to-lead/) instead.

## How an engagement runs

We start with one or two signals, prove they lead to conversations, then add more.

### 1. Pick the signals from your past wins

We look at your best customers and ask what happened shortly before each one bought. Did they win a contract, move premises, hire a new manager, or simply call you? The answer tells us which signals to watch and which to ignore. We also agree your ideal customer: industry, size, location and the person who usually owns the problem you solve.

### 2. Build the monitoring and the research

We set up the sources and checks for each signal: GeBIZ opportunities and award data, job postings, company announcements, news and your own enquiry channels. When a signal fires, we check the account against your ideal customer, read what is publicly available about the event, and find the right person to contact.

### 3. Draft outreach for your approval

Each message is short and tied to the signal: what happened, why it may matter to them, and a simple next step. We agree the channels, tone and wording with you first. Nothing goes out without your sign-off.

### 4. Hand replies to your team

When someone replies, the conversation goes to your salesperson with the context attached: the signal, the account research and the message thread. Replies can land in your CRM or inbox, whichever your team already uses.

### 5. Measure and refine

We track which signals lead to replies and meetings, and which do not. Signals that produce nothing are dropped, and the ones that work get more attention. We report what we see rather than promising a number up front.

## What you do and what we do

| FYAdvisers | Your team |
|---|---|
| Works out which signals to watch, with you | Shares past wins and describes the ideal customer |
| Sets up monitoring and checks each account | Tells us which accounts or sectors to avoid |
| Researches the event, the account and the contact | Approves the contact list and the wording |
| Drafts outreach tied to the signal | Takes replies and runs the sales conversation |
| Tracks which signals lead to conversations | Tells us what happened after the hand-off |

The split matters. We do the watching, research and drafting, which is the work that tends to slip when a salesperson is busy. Your team does the selling, because they know the product, the pricing and the relationship.

## Compliance: PDPA, Do Not Call and spam rules

Outreach is planned around Singapore's rules before any campaign starts. A few points are worth knowing, and our guide to [B2B outreach under the PDPA and DNC rules](/blog/b2b-outreach-pdpa-dnc-singapore/) covers them in more depth.

- **Business contact information.** PDPC's [advisory guidelines on key concepts in the PDPA](https://www.pdpc.gov.sg/-/media/Files/PDPC/PDF-Files/Advisory-Guidelines/AG-on-Key-Concepts/Advisory-Guidelines-on-Key-Concepts-in-the-PDPA-1-Oct-2021.pdf) explain that the Data Protection Provisions do not apply to business contact information, such as a person's name, job title, business phone number and business email, where it was not provided solely for personal purposes.
- **Do Not Call.** PDPC's [advisory guidelines on the Do Not Call provisions](https://www.pdpc.gov.sg/-/media/files/pdpc/pdf-files/advisory-guidelines/advisory-guidelines-on-the-dnc-provisions-1-feb-2021.pdf) explain that messages sent to an organisation, for the organisation's purposes, are excluded from the DNC rules. That exclusion stops applying if the message moves on to marketing something to the person for their personal use.
- **Bulk email.** The [Spam Control Act](https://sso.agc.gov.sg/Act/SCA2007) sets requirements, such as an unsubscribe facility, for unsolicited commercial electronic messages sent in bulk. Signal-based outreach is low volume by design, but we still include a clear way to opt out and honour it.

We are not lawyers, and this is not legal advice. If your outreach covers other countries, their rules apply too, and we agree with you which contacts and channels are appropriate.

## Who this suits

This approach tends to fit when:

- you sell to other businesses or to government, with deals large enough that one good conversation matters
- your best customers usually buy after a visible change, such as a contract win, an expansion or a new hire
- you have a salesperson or founder who can take a warm conversation and run with it
- you want fewer, better-timed messages rather than a large campaign

## Who it does not suit

Be honest with yourself about these before you start.

- **Consumer sales.** The signals and the compliance position here are built for business buyers.
- **Very low-value, high-volume products.** If each sale is small, researching every account will cost more than it returns. Advertising or self-serve channels may work better.
- **No one to take the replies.** If nobody on your team can follow up within a day or two, the signal goes cold and the work is wasted.
- **You need a guaranteed number of meetings next month.** We do not promise outcomes, and this approach takes a few weeks to tune.

## Why FYAdvisers

FYAdvisers was founded in 2026 by Fiona Wang, after nearly three decades in B2B sales and key account management across technology and manufacturing in Singapore and the region, most recently as Regional Vice President of Sales at Han Hai Industry. The service is built around how key accounts are actually opened: find the buyers with a reason to talk now, and give your salespeople the context to make that first conversation useful.

The tooling comes from systems we already run for clients. Our tender workflow reads tender documents and produces compliance matrices and proposal drafts, as it does for [Chromatic Media](/work/chromatic-media/). Our enquiry alerts get each lead to the right person, as at [Jeff Learning Center](/work/jeff-learning-center/).

If you are weighing this against other options, see [signal-based vs traditional cold outreach](/compare/signal-based-vs-cold-outreach/) and [a lead generation agency vs an in-house SDR](/compare/lead-gen-agency-vs-in-house-sdr/). When you are ready, [tell us who you sell to](/#contact).

## Frequently asked questions

### What is a buying signal in B2B sales?

A buying signal is a change at a company that makes your offer more relevant right now, such as winning a contract, hiring for a role you support, opening a new site or appointing a new leader. An enquiry to your own business is the strongest signal of all.

### Is signal-based lead generation the same as a B2B lead generation agency?

It is one kind of lead generation agency work. The difference is in how accounts are chosen: each contact is triggered by a specific, recent event rather than drawn from a static list, so there are fewer messages and each one has a stated reason.

### Do you send messages on our behalf?

Only with your approval. We agree the channels, the wording and who should be contacted, and you sign off before anything goes out. Replies are handed to your team.

### Do you guarantee meetings or a number of leads?

No. We do not promise reply rates, meetings or pipeline. We agree what to measure at the start and report on which signals lead to replies, so you can judge the results yourself.

### Can you work with companies outside Singapore?

Yes. Overseas B2B teams selling into Singapore can use the same approach, and signals can cover other markets. We agree review and reporting arrangements that fit your time zone.
