# Lead generation for construction suppliers and subcontractors

> Main contractors buy when they are pricing a tender and again when they win one. We watch GeBIZ, the BCA registers and project news so your offer reaches them at those two points.

## Who buys from you, and when

If you sell building materials, rent out plant and equipment, or work as a subcontractor, your customer is usually a main contractor. Main contractors buy on a project rhythm, and there are three moments when they are most open to a new supplier.

**While pricing a tender.** A main contractor bidding for a public or private project needs prices for materials, plant and subcontract packages to build its own bid. It is actively looking for quotes, and a supplier who responds quickly with a firm price is useful.

**Just after an award.** Once a contract is won, the contractor confirms its packages, books plant and places early material orders. Some suppliers were lined up at tender stage, but gaps are common, especially for specialist trades and for equipment needed later in the programme.

**When the firm itself grows.** A contractor that registers in a new workhead or moves up a BCA grade can bid for larger jobs. It often needs more plant, more site staff and new subcontractors before it wins the first one.

## The signals that matter

| Signal | Why it matters here | Where to find it |
|---|---|---|
| [GeBIZ tender opened](/signals/gebiz-tender-opened/) | Construction tenders tell you which main contractors will be collecting quotes, and the scope tells you which packages are involved | GeBIZ business opportunities |
| [GeBIZ contract award](/signals/gebiz-contract-award/) | The winning contractor now has to buy, book plant and let subcontract packages | MOF's GeBIZ dataset on data.gov.sg, recent awards on GeBIZ, or our [GeBIZ award finder](/tools/gebiz-award-finder/) |
| [BCA registration or grade upgrade](/signals/bca-contractor-registration/) | A higher grade raises the firm's [tendering limit](https://www1.bca.gov.sg/growth-and-transformation/procurement/registration-of-built-environment-firms/tendering-limits/crs-fm-and-sy-registries-tendering-limits/), so it is preparing for bigger projects | The BCA Directory and BCA's Listing of Registered Contractors on data.gov.sg |
| [GeBIZ procurement plan](/signals/gebiz-procurement-plan/) | Agencies publish indicative procurement plans, which show construction work coming before tenders open | GeBIZ's listing of indicative government procurement opportunities |
| Major projects in BCA's forecast | BCA's [2026 construction demand release](https://www1.bca.gov.sg/resources/newsroom/steady-construction-demand-in-2026-as-singapore-steps-up-support-for-built-environment-firms-through-collaboration-and-innovation/) projects S$47-53 billion of demand and names packages expected to be awarded, such as Changi Terminal 5 | BCA newsroom, published each January |
| [Hiring for a relevant role](/signals/hiring-relevant-role/) | Ads for project managers, site supervisors or safety officers often mean a new site is about to start | MyCareersFuture and company careers pages |

Two of these work together. The BCA forecast tells you which large projects are coming. GeBIZ awards then tell you which contractors won each package, and those are the firms to approach.

## An example signal, start to finish

**The signal.** An aluminium formwork rental company searches recent GeBIZ awards and finds that a fictional contractor, Teck Hin Builders, has been awarded a contract by a government agency for a new multi-storey building. The BCA Directory shows the firm recently moved up a grade in general building.

**The research.** We confirm the tender number, agency and description on GeBIZ, check whether the description suggests repetitive floor plates that suit formwork rental, look at the firm's past projects on its website, and identify the project director or procurement manager who books formwork.

**The first message.** Illustrative example:

> Subject: Formwork for your new building contract
>
> Hi Kenneth, I saw on GeBIZ that Teck Hin Builders was awarded the contract for the new multi-storey building last month. Congratulations. If the floor plates repeat, rented aluminium formwork can shorten the floor cycle without buying a full set. We rent sets with on-site supervision for the first floors. Would a rental estimate for the typical floor be useful?
>
> Regards, Ravi

**The hand-off.** Kenneth replies that the frame package is still open and asks for a site visit. The formwork company's estimator takes the conversation with the GeBIZ record, the BCA grade and our notes on the project attached.

## What to avoid

- **Arriving after the packages are let.** For subcontractors, the tender stage matters more than the award. If you only act on awards, you will often be quoting for packages that are already promised.
- **Reading the award amount as a budget.** The figure is the whole contract over its full term, not what the contractor will spend with suppliers.
- **Workhead mismatch.** A grade upgrade in one workhead says nothing about another. Check that the firm's new grade is in the kind of work that uses what you sell.
- **Commenting on site problems.** Never open with a safety incident, stop-work order or dispute you read about in the news. It ends the conversation and can create legal risk.
- **Pitching the agency.** Your customer is the contractor. Do not contact the procuring agency about the contractor or its suppliers.
- **Registry phone numbers.** BCA's dataset includes telephone numbers. Check the Do Not Call position first, and read our guide to [B2B outreach under the PDPA and DNC rules](/blog/b2b-outreach-pdpa-dnc-singapore/).

## How we run it

FYAdvisers sets up the monitoring with you first: which workheads, project types and contract sizes create demand for your materials, plant or trade, and which contractors you already work with and want to leave alone.

We then watch GeBIZ tenders and awards, BCA register changes and project news, research each fitting contractor and its likely buyer, and draft a short message tied to the specific project. You approve every message before it goes, and replies go to your estimator or sales lead with the research attached.

We track which signals produce replies, so you can see whether tender-stage or award-stage approaches work better for your business. We do not promise jobs, meetings or reply rates.

## Frequently asked questions

### When should a subcontractor approach a main contractor?

Two moments matter. While a main contractor is pricing a tender, it collects quotes from subcontractors and suppliers. After it wins, it confirms packages and fills gaps. Being known before the award is better, but a well-timed approach after the award can still fill a package that is not yet let.

### Where can I see which contractors are registered with BCA?

The BCA Directory is free to search by company name or UEN and by workhead group. BCA also publishes a Listing of Registered Contractors on data.gov.sg with company name, UEN, workhead, grade and expiry date.

### What does a contractor's BCA grade tell me?

Each grade carries a tendering limit, the value of public sector projects the firm can tender for. A firm that moves up a grade can bid for larger jobs, which usually means more plant, materials and subcontract work.

### Do the big public projects help smaller suppliers?

Indirectly. BCA's January 2026 release named packages it expects to be awarded for projects such as Changi Terminal 5 and the Thomson-East Coast Line Extension. The main contractors who win those packages then buy from suppliers and subcontractors, so the award notices are the signal to watch.
