A halal certification consultant in Singapore helps a food business prepare for certification by MUIS (Majlis Ugama Islam Singapura), which issues halal certificates in Singapore under the Administration of Muslim Law Act. The consultant works out which MUIS scheme applies, checks ingredients and suppliers, sets up the procedures and records MUIS expects, and prepares the application and the premises for audit. MUIS decides whether to certify, and the business stays responsible for complying after the certificate is issued.

## Who hires a halal certification consultant

- **Restaurants, cafes and bakeries** that want to serve Muslim customers or take corporate and event orders that need halal food.
- **Caterers and central kitchens** applying under the Food Preparation Area scheme.
- **Food manufacturers** certifying selected products or a whole plant, often for export or supermarket listing.
- **Chains and franchises** adding outlets or a central kitchen.
- **Businesses whose application stalled** on missing documents or audit findings.

## What halal certification consultants do

Scope varies, so compare the services line by line.

### Scheme and readiness assessment

- Confirming which MUIS scheme and category applies
- A walk-through of the premises, storage, equipment and workflow
- A gap list against the MUIS Halal Certification Conditions

### Ingredients and suppliers

- Building the ingredient list and collecting supporting documents, such as halal certificates from MUIS or MUIS-recognised foreign bodies
- Flagging ingredients or suppliers that need replacing
- Setting up purchasing records, since MUIS asks for invoices and delivery orders

### Systems, staff and records

- Procedures for receiving, storage, preparation and cleaning
- Preparing the owner representative for the Halal Competency Assessment
- Advising on the Muslim personnel requirement and their duties
- Records your team can keep up between inspections

### Application and audit

- Preparing the application on GoBusiness Licensing
- A mock audit before MUIS visits
- Help responding to audit findings, renewals and amendments such as menu changes

## What it costs in Singapore

MUIS publishes its fees on its [application and certification fees page](https://www.muis.gov.sg/halal/for-business/application-and-certification-fees/). The fee schedule linked there in October 2026 listed these amounts before GST:

- **Application fee (new applications only):** S$159 for normal processing, S$340 for express processing.
- **Hawker or food stall, up to 13 square metres:** S$350 a year; above 13 square metres, S$565.
- **Restaurant:** S$775 a year up to 186 square metres; S$1,140 above that.
- **Catering or central kitchen:** S$1,000 a year up to 186 square metres; S$1,220 above that.
- **Product scheme:** from S$750 a year for premises up to 200 square metres, plus a fee per product type or brand for use of the certification mark.

MUIS says new applications pay the application fee and 40% of the certification fee at the first stage, and the remaining 60% at the second. Check the current schedule before you budget.

We did not find halal consultants publishing their own fees when we checked in October 2026. Their price depends on the scheme, the number of premises and menu items or products, how many ingredients need documents, and whether they support you through the audit and renewal.

## Singapore rules buyers should know

### The MUIS schemes

MUIS's [scheme types page](https://www.muis.gov.sg/halal/for-business/scheme-types---eligibility-criteria/) lists the Eating Establishment scheme (restaurants, school canteen stalls, snack bars, bakeries, foodcourt stalls and temporary bazaar stalls), Food Preparation Area (caterers and central kitchens), Product or Whole Plant (food made in Singapore), Poultry Abattoir, Endorsement (imported, exported or re-exported certified products) and Storage Facility (warehouses, cold rooms and dishwashing facilities). Each has its own Halal Certification Conditions.

### The certification process

MUIS's [certification process page](https://www.muis.gov.sg/halal/for-business/singapore-halal-certification-process/) sets out the steps: read the conditions and pass the Halal Competency Assessment, apply (new applications through the GoBusiness Licensing portal, renewals and amendments through the MUIS e-service), then document checks and audits, and finally the certificate, valid for one or two years. Unannounced inspections follow. Renewal is submitted automatically 120 days before expiry.

### Staff and documents

The current Halal Certification Conditions for Eating Establishment Category 1 say the applicant must engage at least one permanent Muslim personnel member, and that at least the owner representative must hold a valid Halal Competency Assessment certificate. Supporting documents include the food licence, the menu, the ingredient list with supporting documents, and past invoices and delivery orders. Conditions differ by scheme, so check the one that applies to you.

## How to choose a halal certification consultant

Ask the consultant to walk through how they would prepare a business like yours, scheme by scheme.

Questions to ask:

1. Which MUIS schemes have you helped clients with, and how recently?
2. What exactly is included, and are MUIS fees in or out of your quote?
3. How do you check ingredients and suppliers, and what happens if one fails?
4. Will you prepare our owner representative for the Halal Competency Assessment?
5. How many site visits are included, and do you run a mock audit?
6. What support do you give after certification, for menu changes and renewal?
7. How long do you expect our application to take, given our starting point?

If you are also setting up a food safety system, see [food safety consultants](/find/food-safety-consultants/). For fit-out and cleaning, see [office renovation for F&B](/find/office-renovation/fnb/) and [cleaning for F&B](/find/office-cleaning/fnb/).

## Red flags

- A promise that certification is guaranteed, or that a consultant can speed up MUIS's decision
- Claims of being able to issue a halal certificate or logo themselves
- Advice to use the halal logo or say "halal" before the certificate is issued
- Fees that bundle MUIS charges without showing them separately
- No site visit before quoting
- Pressure to keep ingredients with unclear supporting documents

## Frequently asked questions

### How does matching work?

You describe your business, the premises or products you want certified and where you need help, such as choosing a scheme, preparing documents or getting ready for the MUIS audit. A concierge then contacts you to confirm the details and, with your consent, introduces you to the number you choose (one to five) of halal certification consultants that handle that kind of work. They contact you directly, and you decide whether to go ahead with any of them.

### Is it free?

Yes. It is free for businesses requesting a match. Providers pay FYAdvisers to receive introductions.

### Do I need a consultant to get MUIS halal certification?

No. Businesses can apply to MUIS directly. A consultant can save time if you are unsure which scheme applies, have many ingredients or suppliers to document, or need help setting up the system and records MUIS checks. MUIS alone decides whether to certify.

### How long does MUIS halal certification take?

MUIS's certification process page gives 30 working days (6 weeks) for new and renewal applications and 10 working days for amendments. The time starts once MUIS receives complete and accurate documents, excludes your response time, and assumes you are audit-ready when you submit.

### How much does halal certification cost in Singapore?

MUIS publishes its fees. When we checked its fee schedule in October 2026, the application fee for new applications was S$159 for normal processing, and the annual certification fee for a restaurant up to 186 square metres was S$775, both before GST. Consultants' fees are separate, and we did not find them published.
