A BCA registration consultant helps a construction firm register under the Building and Construction Authority's Contractors Registration System (CRS), or add, upgrade, renew or transfer workheads. The work is mostly about fit and evidence: choosing the workheads that match what you actually do, checking you meet the grade's requirements, and assembling track record, financial and personnel documents that BCA will accept. Your firm still submits through BCA's eBACS portal and is responsible for what it declares.

## Who hires a BCA registration consultant

- **Firms that need foreign construction workers.** BCA's [CRS page](https://www1.bca.gov.sg/growth-and-transformation/procurement/registration-of-built-environment-firms/contractors-registration-system-crs/) says that since 1 June 2025, firms hiring construction S Pass or Work Permit holders must register first.
- **Contractors entering public sector work**, either as main contractors or as first-level subcontractors on public sector construction projects.
- **Firms that want a higher grade** because their current tendering limit is blocking bigger GeBIZ tenders.
- **Firms adding a new trade**, such as an M&E or specialist workhead alongside general building.
- **Firms facing renewal** whose track record, accounts or technical staff have changed since the last approval.

## What BCA registration consultants do

Compare scopes line by line, because some providers only check documents while others manage the full application.

### Workhead and grade planning

- Mapping your past and current projects to the right workheads, among the roughly 50 BCA lists
- Checking which grade your finances, track record and staff support today
- Planning what you need for the next grade, such as more completed projects or qualified personnel
- Checking any limits on grades for your type of entity in BCA's CRS guidelines

### Document preparation

- A current ACRA BizFile, and management or audited accounts as the grade requires
- Track record files: award or contract documents, client-endorsed D1 forms for completed projects, D2 forms for ongoing ones, completion certificates and final payment evidence
- Personnel evidence: qualifications checked against BCA's personnel eligibility checker, work passes, CPF records and any licences the SRR lists

### Submission and upkeep

- Preparing the eBACS submission and answering BCA's queries
- Keeping registration current: updating accounts for higher grades, track records and technical personnel changes
- Renewals, and transfers when a business is restructured

## What it costs in Singapore

We have not verified published consultant fees on providers' own websites, so we cannot give a reliable price range. Expect a quote based on scope. The main cost drivers are:

- **Application type.** New registration, an additional workhead, an upgrade, a renewal or a transfer.
- **Number of workheads.** Each workhead has its own SRR to satisfy.
- **Target grade.** Higher grades ask for more financial strength, track record and personnel.
- **State of your records.** Missing client endorsements or incomplete accounts take longer to fix.
- **Ongoing support.** Some firms want annual upkeep, not a one-off submission.
- **GST.** Check whether the quote includes the 9% GST.

BCA's own fees are separate from the consultant's fee. Check them on eBACS before you apply.

## Singapore rules buyers should know

### Registration groups and grades

BCA's CRS page lists the grade structure by group: Construction Workheads (CW) run from A1 down to C3; Construction-Related (CR) and Mechanical and Electrical (ME) workheads run from L6 down to L1, with a Single Grade for some CR workheads; Trade Heads (TR) are Single Grade; and Regulatory Workheads (RW) have no grade. Each workhead's Specific Registration Requirements set the financial, track record and personnel tests.

### Tendering limits

BCA's [CRS tendering limits](https://www1.bca.gov.sg/procurement/pre-tender-stage/contractors-registration-system-crs/crs-tendering-limits) set the maximum project value a registered firm can bid for in the public sector. For 1 July 2026 to 30 June 2027, the CW01 and CW02 limits are:

| Grade | Tendering limit |
|---|---|
| A1 | Unlimited |
| A2 | S$105 million |
| B1 | S$50 million |
| B2 | S$16 million |
| C1 | S$5 million |
| C2 | S$1.6 million |
| C3 | S$0.8 million |

For CR and ME workheads in the same period, Single Grade and L6 are unlimited, L5 is S$16 million, L4 S$8 million, L3 S$5 million, L2 S$1.6 million and L1 S$0.8 million. To see which tenders fall within your limit, browse past awards in our [GeBIZ award finder](/tools/gebiz-award-finder/).

### How public tenders use your grade

MOF's [summarised supplier guide](https://www.gebiz.gov.sg/docs/Supplier_Guide_Summarised.pdf) says construction-related registration is handled by BCA under the CRS, separate from Government Supplier Registration. If you plan to bid, our [government tender consultants](/find/government-tender-consultants/) page explains GeBIZ bid support. If a tender or your workhead's SRR asks for certified management systems, see [ISO consultants](/find/iso-consultants/).

## How to choose a BCA registration consultant

Ask the consultant to review your current records and tell you which workheads and grade you can realistically support today. A good answer names gaps, not just a target grade.

Questions to ask:

1. Which workheads and grades have you prepared applications for?
2. Will you check our projects against the SRR before we pay for the full application?
3. What exactly is included, and what is charged separately?
4. Who prepares the D1 and D2 forms, and who gets client endorsements?
5. How do you handle BCA queries after submission?
6. Do you offer upkeep for track record, accounts and personnel updates?
7. How do you protect our financial statements and staff records?

If you are also renovating premises for a new office or yard, see [office renovation contractors](/find/office-renovation/). Firms upgrading their systems can check the [EDGE grant](/grants/edge-grant/) for eligible projects.

## Red flags

- A guaranteed grade or approval date; BCA decides each application
- Offers to "borrow" track record, staff or certificates from another firm
- Advice to declare projects or personnel your firm cannot evidence
- Pressure to register for workheads unrelated to your actual work
- No written scope, fee terms or confidentiality terms

## Frequently asked questions

### How does matching work?

You describe your firm, the work you do and what you need, such as a new CRS registration, an additional workhead, a grade upgrade or a renewal. A concierge then contacts you to confirm the details and, with your consent, introduces you to the number you choose (one to five) of consultants that handle BCA registration. They contact you directly, and you decide whether to go ahead with any of them.

### Is it free?

Yes. It is free for businesses requesting a match. Providers pay FYAdvisers to receive introductions.

### Who has to register with BCA's Contractors Registration System?

BCA's CRS page says firms hiring construction S Pass or Work Permit holders must register (from 1 June 2025), as must contractors bidding for public sector construction tenders and those working as first-level subcontractors on public sector construction projects.

### What is a BCA workhead?

A workhead is a CRS classification for a type of construction work, such as CW01 General Building or CW02 Civil Engineering. BCA says there are about 50 workheads under five registration groups, each with its own Specific Registration Requirements covering finances, track record and personnel.

### How much does a BCA registration consultant cost?

We have not verified published prices on consultants' own websites, so we cannot give a reliable range. Fees depend on the type of application, the number of workheads, the grade you are targeting and how ready your documents are. Ask each consultant for a written, itemised quote, and check BCA's own fees separately.
