Which provider suits you depends on your headcount and how much you want handled. For a low per-head fee on a cloud payroll system, look at **QuickHR** and **TN Online Payroll**. If you also want bookkeeping, tax or regional support from the same firm, look at **3E Accounting** and **Piloto Asia**. For expatriate staff, shadow payroll or several countries, look at **Grant Thornton** and **Forvis Mazars**.

Payroll services in Singapore usually cover the monthly pay run, itemised payslips, CPF submission and year-end IR8A filing, with IR21 tax clearance and one-off runs often charged separately. This guide groups six providers by type, sets out what each one says on its own website, and explains how to choose.

## How we chose

We started from providers that appear often when Singapore businesses search for payroll services, then kept only those whose services we could confirm on their own websites in October 2026. We looked at:

- **Scope.** Whether the provider states that it covers payslips, CPF, IR8A and IR21.
- **Type of firm.** Payroll specialist or software company, accounting firm, or larger professional firm.
- **Price transparency.** Whether the provider publishes any fees.
- **Singapore presence.** A Singapore address or office stated on the provider's own site.

We did not rank providers by review scores, client counts or awards, because we could not verify them, and we left out paid directories. The list is grouped by type rather than ranked.

FYAdvisers is a free matching service for Singapore businesses. Firms do not pay to appear in this list, and we describe each one only from what it says on its own website.

## Quick comparison

## Payroll specialists and software-led providers

These providers focus on payroll and run it on a cloud system. They suit companies that want a predictable per-head fee.

### 1. QuickHR

[QuickHR](https://quickhr.co/get-started/payroll-outsourcing-services) says on its website that its payroll outsourcing covers gross-to-net calculation, CPF contributions, claims, deductions, allowances, salary disbursement, e-payslips and reports. Ad hoc services include IR8A and IR21 submissions, and it also offers an Employer of Record service for companies without a Singapore entity.

**Best for:** SMEs that want payroll done for them and staff access to an HR system.

**Cost:** When we checked in October 2026, its website listed S$8 per head a month for payroll with its system, S$12 per head a month without a system, and a custom quote for payroll on another system. The page did not say whether these include GST.

**Strengths:** Low published fees, and it says there is no minimum contract or minimum headcount.

**Limits:** Its Basic plan is manual processing without a system, so ask who checks each pay run and how errors are corrected.

**Singapore note:** It lists an office at 60 Paya Lebar Road, Paya Lebar Square.

### 2. TN Online Payroll

[TN Online Payroll](https://www.payrollservice.com.sg/) says on its website that it has served companies in Singapore since 2004. It lists payroll computation, new hire and leaver processing, monthly CPF and payslips, IR8A and IR21 submission, and claims for NS make-up pay, maternity and childcare leave, with an employee self-service portal and regional payroll for Malaysia and Indonesia.

**Best for:** Small and mid-sized teams that want a dedicated payroll firm rather than a general accountant.

**Cost:** When we checked in October 2026, its rate table listed S$15 to S$20 per head a month for 5 to 30 employees, depending on whether pay includes overtime or commission, and S$12 per head a month for 31 to 100 employees. The page also showed lower "from" figures elsewhere, so confirm the rate for your setup.

**Strengths:** A long payroll focus by its own account, and it says the first month's fee is refundable if you are not satisfied.

**Limits:** Its published prices are inconsistent across the page. Get a written quote that lists what is included.

**Singapore note:** It lists an office at 531A Upper Cross Street, Hong Lim Complex.

## Accounting and corporate service firms

These firms add payroll to bookkeeping, tax and company administration, which can save hand-offs at year end.

### 3. 3E Accounting

[3E Accounting](https://www.3ecpa.com.sg/services/human-resource/payroll-services/) says on its website that a dedicated payroll officer handles salary calculation on weekly, bi-weekly or monthly cycles, GIRO payment, CPF registration and monthly payment, and preparation of Forms IR8A and IR21.

**Best for:** SMEs that want payroll and accounting from one firm.

**Cost:** When we checked in October 2026, its website listed monthly payroll from S$60 per staff before GST, with free monthly CPF e-submission. One-time fees started at S$150 for payroll setup and S$300 for GIRO setup, and IR8A and IR21 preparation started at S$150 and S$250 per staff.

**Strengths:** A fully itemised price list, which makes it easy to compare scope.

**Limits:** The per-staff monthly fee is higher than the specialists above, so compare the total for your headcount.

**Singapore note:** It lists an office at 51 Goldhill Plaza.

### 4. Piloto Asia

[Piloto Asia](https://www.pilotoasia.com/payroll-outsourcing) says on its website that it covers payroll processing, CPF, IRAS withholding, payslips, IR8A, benefits and leave administration, SDL and foreign worker levy compliance, and reporting, with a dedicated account manager. It says it serves teams of 2 to 200+ across Singapore, Malaysia, Thailand, Vietnam and Indonesia.

**Best for:** Growing companies with staff in more than one Southeast Asian country.

**Cost:** When we checked in October 2026, its website described pricing as 8% to 12% of payroll or a fixed per-employee fee, and gave an example of S$1,000 to S$1,200 a month for 8 employees on S$130,000 of monthly payroll. It said setup takes 5 to 7 business days.

**Strengths:** Regional coverage and broader HR administration in one service.

**Limits:** A percentage-of-payroll fee rises with salaries. Ask for a fixed per-employee quote to compare.

**Singapore note:** It lists an office at 105 Cecil Street, The Octagon.

## Larger professional firms

These firms suit companies with expatriate staff, equity plans or payroll in several countries.

### 5. Grant Thornton Singapore

[Grant Thornton Singapore](https://www.grantthornton.sg/service/tax/Employer-solutions/payroll/) says on its website that its payroll service covers setup, monthly payslips and CPF forms, electronic filing to IRAS and CPF Board, year-end IR8A, bank files, government reimbursement claims, shadow payroll, expatriate tax compliance, and payroll reviews with help on voluntary disclosures.

**Best for:** Companies with expatriate staff or past payroll errors to correct with IRAS or CPF Board.

**Cost:** Not published.

**Strengths:** Payroll sits within its tax practice, so expatriate tax and payroll can be handled together.

**Limits:** Its focus on tax and multinational clients may be more than a small local team needs.

**Singapore note:** It lists an office at 8 Marina View, Asia Square Tower 1.

### 6. Forvis Mazars Singapore

[Forvis Mazars Singapore](https://www.forvismazars.com/sg/en/services/outsourcing/hr-payroll/payroll-in-singapore) says on its website that its payroll outsourcing includes payroll reports and payslips, journal entries, bank files, CPF calculations, filings and payments, and an employee self-service portal for payslips, leave and claims. Annual and ad hoc work includes income tax returns, tax clearance for foreign staff, tax equalisation and statutory benefit claims. It also offers global payroll services.

**Best for:** Organisations without in-house payroll expertise that want a self-service portal and multi-country support.

**Cost:** Not published.

**Strengths:** Monthly, annual and ad hoc payroll work in one service, with an employee portal.

**Limits:** Its pricing is not published, so request an itemised quote to compare with the fixed-fee providers above.

**Singapore note:** It lists a Singapore phone number and a Singapore head of outsourcing.

## How to choose

Start with your headcount and complexity. A small team on fixed salaries can usually use a specialist on a per-head fee. If you already outsource bookkeeping, ask your accountant first, or see our [accounting and bookkeeping matching](/find/accounting-firms/). If you have expatriate staff or employees in several countries, look at a larger firm or a regional provider.

Then ask every shortlisted provider the same questions:

1. **What is included in the monthly fee?** List IR8A, IR21, off-cycle runs and leavers separately.
2. **What do you need from us each month, and by when?** Salaries and CPF must go out on time.
3. **Who checks each pay run before it is released?**
4. **If your mistake causes CPF late-payment interest or an IRAS penalty, who pays?**
5. **How do you protect salary and NRIC data?**
6. **If we leave, in what format do we get our payroll history back?**

Our [payroll outsourcing guide](/find/payroll-outsourcing/) covers costs and the MOM, CPF and IRAS rules in more detail. If you need help with contracts and HR policies as well, you can request [HR consultancy](/find/hr-consultancy/) separately.

## Frequently asked questions

### What types of payroll provider are there in Singapore?

Broadly three. Payroll specialists and HR software companies run payroll at a per-head monthly fee, often on their own cloud system. Accounting and corporate service firms add payroll to bookkeeping, tax and company secretarial work. Larger professional firms handle payroll alongside expatriate tax, shadow payroll and multi-country needs.

### How much does payroll outsourcing cost in Singapore?

It depends on headcount and scope. When we checked in October 2026, QuickHR listed S$8 per head a month with its system and S$12 without, TN Online Payroll listed S$12 to S$20 per head a month depending on headcount and complexity, and 3E Accounting listed monthly payroll from S$60 per staff before GST, plus separate setup, IR8A and IR21 fees. Ask each provider for an itemised quote on the same scope.

### Do we stay responsible for CPF and IRAS filing if we outsource payroll?

Yes. The employer remains legally responsible for paying CPF on time, issuing itemised payslips and reporting employment income to IRAS. A provider does the work, so the agreement should say who does what, how errors are fixed and who pays any late-payment interest caused by the provider.

### Can FYAdvisers help me find a payroll provider?

Yes. FYAdvisers is a free matching service for Singapore businesses. You describe your headcount, pay cycle, current setup and what you want handled, a concierge confirms your requirements, and we introduce one to five payroll providers that fit. You choose which ones to speak to, and the service is free for businesses.
