Which firm suits you depends on what you are building. For a simple website with a CRM or dashboard on a small budget, look at **Kopi Studio**. For customer-facing mobile apps and digital products, look at **Codigo** and **Buuuk**. For larger platforms that need a bigger team, look at **Saigon Technology** and **Zühlke**.

"Software development company" covers very different businesses in Singapore. Some build internal tools for SMEs, some design consumer apps, and some are large engineering firms. This guide groups five firms by type, sets out what each one says it does on its own website, and explains how to choose.

## How we chose

We started from firms that appear often when Singapore buyers search for a software development company, then kept only those whose services we could confirm on their own websites in October 2026. We looked at:

- **Type of work.** Internal tools and business systems, customer-facing apps and products, or larger platforms and enterprise systems.
- **Singapore presence.** A Singapore office or a stated base in Singapore on the firm's own site.
- **Who it serves.** Whether the firm describes SMEs, consumer brands or enterprises as its clients.
- **Price transparency.** Whether the firm publishes any pricing.

We did not rank firms by review scores, award counts or client numbers, because we could not verify them, and we left out paid directories. The list is grouped by type rather than ranked.

FYAdvisers is a free matching service for Singapore businesses. Firms do not pay to appear in this list, and we describe each one only from what it says on its own website.

## Quick comparison

| Name | Best for | Pricing model | Singapore notes |
|---|---|---|---|
| Kopi Studio | Websites with a simple CRM or dashboard for service SMEs | Starting prices published | Says it is based in Singapore |
| Codigo | Consumer mobile apps, websites and UX design | Quote form gives a ballpark | Office at Sin Ming Lane |
| Buuuk | Customer-facing apps and enterprise mobility | On request | Office at Beach Centre |
| Saigon Technology | Larger builds and dedicated teams at offshore rates | Rate and project ranges published | Office at Cecil Street, delivery in Vietnam |
| Zühlke | Enterprise engineering in regulated industries | On request | Office at Robinson Road |

## SME internal tools and small consultancies

These firms build software around how a smaller business already works. They suit companies with one process that spreadsheets no longer handle well.

### 1. Kopi Studio

[Kopi Studio](https://kopistudio.com/) says on its website that it is a Singapore-based studio building websites and backend systems for SMEs, including CRMs, staff dashboards, job trackers, booking systems and invoicing tools. It also lists UI/UX design for products, dashboards and internal tools. It names service businesses such as aircon servicing, cleaning, tuition centres, plumbing and electrical, movers and F&B as its focus.

**Best for:** Small service businesses that want a website and a simple back-office system together on a modest budget.

**Cost:** When we checked in October 2026, its website said websites start around S$1.2K, and that a website plus a CRM or dashboard is often in the S$2.5K to S$6K range. It listed $50 a month after launch for hosting and ongoing support.

**Strengths:** Published starting prices and a clear focus on small service businesses. It says post-launch support is included in every plan.

**Limits:** Its site does not list an office address or founding year. For anything beyond a standard CRM or dashboard, such as integrations with other systems, ask for examples close to your project.

**Singapore note:** It says it is based in Singapore.

## App and product studios

These studios design and build customer-facing apps and digital products.

### 2. Codigo

[Codigo](https://www.codigo.co/) says on its website that it offers UX, UI, consultancy, mobile development, web development, CMS work, AI products and AI MVPs, with native and React Native mobile development. It says it has worked on projects since its inception in 2010.

**Best for:** Brands and startups where the design of a consumer app or website matters most.

**Cost:** Not published. The site has a costing form that gives a ballpark cost and timeline based on the project details you enter.

**Strengths:** Design and development in one team, with a long history of consumer app work by its own account.

**Limits:** Its focus is customer-facing apps and websites, so it may not be the first choice for a small internal tool. Ask for examples close to your project.

**Singapore note:** It lists an office at 22 Sin Ming Lane, Midview City.

### 3. Buuuk

[Buuuk](https://www.buuuk.com/) says on its website that it builds customer-facing apps, enterprise mobility applications, custom apps and MVPs, and offers digital transformation and UI/UX design with research and prototypes tested with real users. Its case studies include Daimler and the National Environment Agency.

**Best for:** Organisations that want a mobile app for customers or field staff, designed and tested before a full build.

**Cost:** Not published. The site invites you to describe your project.

**Strengths:** It covers both customer apps and mobile apps for staff, with user testing in the design stage.

**Limits:** Its client examples lean towards large organisations, so a small business should ask whether its project size fits.

**Singapore note:** It lists an office at 15 Beach Road, Beach Centre.

## Larger development houses

Larger firms supply bigger teams for platforms, enterprise systems and long-running programmes.

### 4. Saigon Technology

[Saigon Technology](https://saigontechnology.com/sg/) describes itself on its website as an AI-native software engineering partner. It lists custom web and mobile apps, SaaS and enterprise systems, MVPs, legacy modernisation, QA testing, maintenance, AI development, staff augmentation, dedicated teams and offshore development centres. It says it was founded in 2012 and runs delivery centres in Ho Chi Minh City and Da Nang.

**Best for:** Companies that want a larger team or a dedicated offshore team at lower rates, managed through a Singapore office.

**Cost:** When we checked in October 2026, its website listed a blended rate of SGD 28 to 58 per hour, MVPs at SGD 5,000 to 40,000+, full custom platforms at SGD 10,000 to 150,000+, and maintenance retainers from SGD 2,000 a month.

**Strengths:** Published rates and project ranges, and a wide range of engagement models from fixed-price projects to dedicated teams.

**Limits:** Most of the engineering happens in Vietnam. Ask who your day-to-day contact will be and how your data is handled.

**Singapore note:** It lists an office at 20 Cecil Street, PLUS.

### 5. Zühlke

[Zühlke](https://www.zuehlke.com/en/locations/singapore) says on its website that it was founded in Switzerland in 1968 and is located across Europe and Asia. It lists software engineering, AI implementation, cloud, cybersecurity, data, experience design, hardware engineering and managed services, and names banking, insurance and pharma among its industries.

**Best for:** Enterprises in regulated industries such as finance and healthcare that need a large engineering partner.

**Cost:** Not published.

**Strengths:** Software, data, security and hardware engineering in one firm, which helps when a programme touches several of them.

**Limits:** Its website is aimed at enterprise buyers. A small business with one process to digitise will usually find a smaller firm a better fit.

**Singapore note:** It lists an office at 80 Robinson Road.

## How to choose

Start by naming what you are building. If it is an internal tool for your own team, such as a quotation system, job tracker or enquiry workflow, a small consultancy or SME studio fits. If it is an app your customers will download, look at an app studio. If it is a large platform that needs many developers for a long time, look at a larger development house. If the work is mainly connecting existing tools, our list of [AI and automation agencies](/blog/best-ai-automation-agencies-singapore/) may suit you better.

Then ask every shortlisted firm the same questions:

1. **What exactly is in scope?** Get a written list of features, and what is not included.
2. **Who owns the code and data?** Confirm you own the code, data and accounts when the project ends.
3. **Who will build it?** Ask where the developers are based and who your daily contact is.
4. **What happens after launch?** Ask how bugs, changes and hosting are handled and charged. Our list of [website maintenance companies](/blog/best-website-maintenance-companies-singapore/) covers firms that look after software once it is live.
5. **How is personal data protected?** Ask how the firm handles data under the PDPA.

Finally, start with one clearly scoped tool or MVP. Our guide on [how to choose an IT consultancy](/blog/how-to-choose-an-it-consultancy/) covers these questions in more detail.

## Frequently asked questions

### What types of software development company are there in Singapore?

Broadly three. Small consultancies and studios build internal tools such as quotation systems, CRMs and dashboards for SMEs. App and product studios design and build customer-facing mobile apps and digital products. Larger development houses supply bigger teams, often with offshore delivery centres or a global engineering practice, for platforms and enterprise systems.

### How much does custom software cost in Singapore?

It depends on scope, and most firms quote per project. Two firms on this list publish figures. When we checked in October 2026, Kopi Studio said a website plus a CRM or dashboard is often in the S$2.5K to S$6K range, and Saigon Technology listed MVPs at SGD 5,000 to 40,000+ and full custom platforms at SGD 10,000 to 150,000+. Ask every firm what the quote includes and what maintenance costs after launch.

### Should a small business build custom software or buy an off-the-shelf tool?

Buy first if a standard tool fits how you work. Custom software makes sense when your team keeps working around a tool, copying data between systems, or doing a process by hand that is specific to your business, such as quoting, tenders or enquiry handling. Start with one clearly scoped process rather than a whole system.
