An AI chatbot in Singapore can cost anything from nothing, on a free plan of an off-the-shelf tool, to tens of thousands of dollars for a custom build connected to your own systems. Most businesses pay some mix of three things: a subscription to a chatbot or messaging platform, a one-off build or setup cost, and usage fees for AI models and messaging channels. Which of these you need depends on what the chatbot has to do, not on how clever the AI is.

This guide breaks down each part, with prices taken from the providers' own pricing pages in October 2026, and ends with a checklist of what drives the cost up or down. Prices change often, so check the current page before you budget. We [build AI chatbots](/services/ai-chatbots/) ourselves, and we have tried to make this guide useful whichever route you take.

## The three parts of chatbot cost

| Part | What you pay for | How it is charged |
| --- | --- | --- |
| Off-the-shelf subscription | A ready-made chat tool or messaging platform | Per seat, per month, per AI resolution or per conversation |
| Custom build | Design, connections, testing and launch | One-off project, sometimes with a support retainer |
| Usage | AI model processing and messaging fees | Per million tokens of text, per message |

## Off-the-shelf subscriptions

Customer service platforms now sell AI agents that answer from your help articles and website. They are the quickest way to start, and pricing usually combines seats for your human team with a charge per AI-handled conversation.

| Product | What the pricing page lists (October 2026) |
| --- | --- |
| Intercom | Fin AI Agent at $0.99 per outcome; seat plans at $29, $85 and $132 per seat per month |
| Zendesk | Suite Team at US$55 per agent per month billed annually (US$69 monthly); automated resolutions at US$2.00 each on pay-as-you-go, with a small number included per agent |
| Tidio | Free plan; paid plans from US$24.17 a month; Lyro AI agent from US$32.50 a month for 50 AI conversations |

Two points are worth checking on any of these. First, how the vendor defines a billable AI outcome or resolution, since this sets your running cost. Second, which plan you need for the features you care about, such as CRM connections or handover rules. Entry plans rarely include everything shown in the demo.

### WhatsApp platforms

For WhatsApp, most businesses use a Business Solution Provider (BSP) that gives them a shared inbox, broadcasts and automation on Meta's WhatsApp Business Platform.

| Product | What the pricing page lists (October 2026) |
| --- | --- |
| respond.io | Starter US$79, Growth US$159, Advanced US$279 a month, billed yearly; higher when billed monthly; WhatsApp fees not included |
| WATI | Plan prices shown on its page; message charges added based on WATI's rate card; AI agents priced separately as an add-on |

## Custom build costs

A custom build makes sense when the chatbot has to look up or update records in your own systems, follow handover rules specific to your business, or run across several channels with one set of rules.

Published figures for Singapore custom builds are mostly in developer guides rather than fixed price lists. One software development company's guide to Singapore chatbot costs, dated May 2026, gives these ranges:

| Type of chatbot | Development cost (SGD) |
| --- | --- |
| Rule-based FAQ bot | 8,000 to 20,000 |
| AI-powered FAQ bot | 15,000 to 35,000 |
| Lead qualification bot | 25,000 to 50,000 |
| Customer support bot | 45,000 to 90,000 |
| Enterprise AI chatbot | 100,000 to 200,000+ |

The same guide estimates monthly running costs of S$650 to S$1,500 for a simple FAQ bot and S$1,600 to S$4,300 for a customer support bot. Treat these as one firm's indications, not market rates. The spread within each band shows how much scope matters: the same "customer support bot" label can mean answering five questions or connecting to three systems.

What you are paying for in a build is mostly not the AI itself. It is the discovery work, cleaning and structuring your source material, connecting to your CRM or order system, testing against real conversations, and setting up handover and logging.

## Usage costs

### AI model fees

If your chatbot is custom built, or your platform passes model costs through, you pay the AI provider per million tokens of text processed. A token is a fragment of a word. Each question, the relevant passages from your knowledge base, and the answer all count.

| Provider | Example models and prices per million tokens (October 2026) |
| --- | --- |
| Anthropic | Claude Haiku 5.5 at US$0.10 input, US$0.50 output; Claude Sonnet 5.5 at US$2 input, US$10 output |
| Google | Gemini 3.1 Flash-Lite at US$0.25 input, US$1.50 output; Gemini 3.1 Pro Preview from US$2 input, US$12 output |
| OpenAI | gpt-5-nano at US$0.05 input, US$0.40 output; gpt-6-astra at US$10 input, US$50 output |

For a text chatbot answering routine questions, a smaller model is often enough, and these fees are usually a small share of the total. They grow when you use a large model, include long documents in every prompt, or handle high volumes. The only reliable estimate comes from running a sample of real conversations and measuring.

### WhatsApp message fees

Meta's developer documentation sets out the rules as of October 2026:

- Since 1 July 2025, Meta charges per delivered template message, based on the template category (marketing, utility or authentication) and the recipient's country.
- Non-template messages sent within an open 24-hour customer service window are free, and so are utility templates sent within that window.
- Singapore has had market-specific rates and volume tiers since 1 July 2026, and SGD became a billing currency on 1 April 2026.
- Meta changes rates only on the first day of a quarter and publishes rate cards on its developer site.

So a WhatsApp chatbot that mainly answers incoming questions costs little in Meta fees. One that sends reminders, follow-ups or promotions pays for each template. Our [WhatsApp AI chatbot](/services/whatsapp-ai-chatbot/) page covers opt-in and template rules.

## The cost people forget: your team's time

Every option needs someone to write or approve source material, decide what the chatbot must never answer, review its answers in the first weeks, and keep the knowledge base current when prices or policies change. Budget a few hours a week at launch and some time every month after. A chatbot nobody maintains starts giving outdated answers.

## Cost-driver checklist

Use this list to compare quotes and to see where your project sits.

**Pushes the cost up**

- The chatbot reads from or writes to your own systems, such as a CRM, booking or order system.
- It runs on several channels, such as website, email and WhatsApp, with shared rules.
- Source material is scattered, outdated or only in people's heads.
- It must handle more than one language.
- It sends outbound WhatsApp templates at volume.
- You need detailed logging, audit trails or data kept within a specific arrangement.
- It uses a large model or long documents in every answer.

**Keeps the cost down**

- Answers already live on your website or in a short set of documents.
- One channel to start with.
- Clear handover: anything outside a short list goes to a person.
- A smaller model, tested and found good enough.
- Mostly replies to incoming messages rather than outbound sends.
- One named person owns the knowledge base.

## Questions to ask any provider

- What exactly counts as a billable conversation, outcome or resolution?
- Which plan do we need for handover, CRM connection and reporting?
- Are AI model and WhatsApp fees included, passed through or marked up?
- What does the build quote include, and what would be a change request?
- Who maintains the knowledge base after launch, and what does support cost?
- Where is our data processed and stored, and is it used to train models?

## Frequently asked questions

### What is the cheapest way to get an AI chatbot?

An off-the-shelf tool with a free or entry plan, such as Tidio's free plan, is the cheapest start. It works best when your answers already live on your website and the chatbot does not need to connect to your own systems.

### Is WhatsApp more expensive than website chat?

WhatsApp adds Meta's per-message fees for template messages and usually a Business Solution Provider subscription. Meta's documentation states that replies sent within the 24-hour customer service window are free, so a chatbot that only answers incoming messages costs less to run than one that sends many templates.

### How much do the AI model fees add?

Often less than people expect for text chat. Smaller models on Anthropic's, Google's and OpenAI's pricing pages are listed at well under US$1 per million input tokens. Costs rise with larger models, long documents in each prompt and high volumes, so test with real conversations to estimate.

### Can a grant cover the cost?

Grant schemes for Singapore SMEs changed in 2026. The Productivity Solutions Grant closed to new applications on 29 September 2026, and support now runs through the EDGE Grant. Check Enterprise Singapore and GoBusiness for current eligibility before you commit.
